Արցախում Սահմանադրության հանրաքվեին մասնակցելով, որպես դիտորդներ, կարող ենք ասել, որ ամեն ինչ կազմակերպված էր բարձր մակարդակով:

«Մենք այցելել ենք 48 ընտրատարածքներ: Ամեն տեղ հանրաքվեն ընթանում էր հանգիստ ու առանց բողոքների: Կային փոքր-ինչ բացթողումներ, որոնք, սակայն, էական կերպով չեն ազդել հանրաքվեի արդյունքների վրա: Հանրաքվեն համապատասխանում էր միջազգային չափանիշներին»,- ասել է Գ. Կարապետյանը և ավելացրել, որ իրենց հետ Արցախ են ժամանել նաև Բելգիայի խորհրդարանականներ, ովքեր ևս շատ տպավորված էին նման հաջողված հանրաքվեի արդյունքներից:
EAFJD-led Observation Mission Considers NKR Referendum Exemplary
(ARMENPRESS) The observation mission of the European Armenian Federation for Justice and Democracy (EAFJD) considers the Constitutional referendum held in Karabakh as exemplary and in accordance with the international standards, reports “Armenpress”.
Gaspar Karapetyan – head of the EAFJD-led observation mission told a press conference in Stepanakert that the referendum was held in a professional and transparent way.
“The Central Electoral Commission informed us that the conclusions and ideas of international observers were taken into account while holding the referendum. All observers of our mission concluded that the electoral officers managed to organize good and legal referendum, in a professional and transparent way”, Karapetyan said.
The observers have been in 48 polling stations of 11 electoral districts and informed that the referendum was held transparent, calm and legitimate. “The observers recorded the high percentage of the voter turnout, they have realized small shortcomings which, of course, didn’t impact the referendum results. In general, an exemplary referendum was held”, he said.
The Central Commission of the NKR referendum considered the Constitutional changes draft adopted. 69.540 citizens, overall, 87.6% of the voters, voted in favor of the constitutional referendum, and 7686 citizens voted against. 2202 ballots (2.8%) were declared invalid. 79.428 (76.5% of the total number of voters) out of 103.766 citizens took part in the voting.
NKR Constitutional referendum in accordance with European standards – MEP Frank Engel
(ARMENPRESS) The Constitutional referendum in Nagorno Karabakh was in accordance with the European standards, MEP Frank Engel said on February 21, summarizing the preliminary results of the observation mission during the voting, reports “Armenpress”.
“Despite the non-recognition of the Nagorno Karabakh Republic, I think I can already confidently call it Artsakh Republic”, Frank Engel said, adding that being unrecognized didn’t impact the will of people.
“This doesn’t hinder them to actively take part in the voting and come out against the entire world. The NKR people said “yes”. I hope the international community will take into account that the people in this country are free in making their choice, and at the same time the same is not applied to a state several kilometers away from here”, he said.
Commenting on Azerbaijan’s “black list” and his possibility to be included in it, Frank Engel said: “I have recently checked it, I am not included in the list yet. If I am included, I will not be surprised since I have no plans to spend my vacations in Azerbaijan”, he said.
As of 03:00, 69.540 citizens (87.6%) of the Nagorno Karabakh Republic (NKR) voted in favor of the Constitutional referendum. 7686 citizens voted against, the NKR Central Electoral Commission said. 2202 ballots (2.8%) were declared invalid. 79.428 (76.44% of the total number of voters) out of 103.766 citizens took part in the voting.
Ֆրանկ Էնգել. Արցախի հանրաքվեն համապատասխանում է Արևմտյան Եվրոպայի չափանիշներին
(ԱՊԱՌԱԺ) Փետրվարի 20-ին Արցախում տեղի ունեցան ընտրություններ, որոնք համապատասխանում են Արևմտյան Եվրոպայի չափանիշներին: Այս մասին փետրվարի 21-ին լրագրողների հետ հանդիպման ընթացքում հայտարարել է Եվրոպական խորհրդարանի անդամ Ֆրենկ Էնգելը:
«Ոչ մի խնդրահարույց բան չես կարող ասել այս ընտրությունների մասին: Չնայած Արցախի Հանրապետությունը միջազգայնորեն ճանաչված չէ, կարծում եմ արդեն կարող եմ վստահ ասել Արցախի Հանրապետություն»,- ժպտալով ավելացրել է Ֆրանկ Էնգելը։
Պատգամավորի խոսքով՝ մերժումը չի ազդել Արցախի ժողովրդի կամարտահայտության վրա, չի խանգարել նրանց ակտիվ մասնակցել ընտրություններին և ողջ աշխարհին դեմ դուրս գալ։
«Արցախի ժողովուրդն ասել է «այո», ասել է «այո» բավական հիմնավոր: Կասկած չկա, սա ինչ-որ բան նշանակում է, որ քվեարկողների 2/3-րդը ասել է այո այս Սահմանադրությանը, և, այսպիսով, լեգիտիմությունը կասկածի տակ չի կարող լինել»,- ընդգծել է Եվրախորհրդարանի պատգամավորը։
Հարցին, թե կարո՞ղ է սահմանադրական փոփոխությունների հանրաքվեն ազդեցություն ունենալ Լեռնային Ղարաբաղի կոնֆլիկտի կարգավորման վրա, Ֆրանկ Էնգելը պատասխանել է, որ սա առաջին Սահմանադրությունը չէ, որ անցկացվել է Լեռնային Ղարաբաղում, և չի կարող ոչ մի ազդեցություն ունենալ կոնֆլիկտի կարգավորման վրա:
Եվրախորհրդարանի մեկ այլ պատգամավոր Յարոմիր Շտետինա հայտարարել է, որ այն, ինչ երեկ այստեղ տեսել են լիովին համապատասխանում է միջազգային ստանդներին:
«Շնորհավորում եմ ձեզ՝ արցախցիներ, այս ամենը նման կերպ կազմակերպելու համար։ Այս հանրաքվեն նոր սահմանադրության հետ համատեղ, ճանապարհ կբացեն Արցախի ինքնուրույնության համար»,- հայտարարել է Յարոմիր Շտետինան՝ ընդգծելով, որ հանրաքվեի անցկացումը ոչ մի կերպ չի ազդի խաղաղ կարգավորման գործընթացի վրա, ինչպես հայտարարում է Ադրբեջանը։
«Հանրաքվեի միջոցով ժողովուրդն արտահայտել է իր կամքը»,- ամփոփել է Եվրախորհրդարանի պատգամավորը։
