— Annual Commemorative Statement Fails to Properly Characterize Armenian Genocide
WASHINGTON, DC – Armenian National Committee of America (ANCA) Executive Director Aram Hamparian issued this response to President Donald Trump’s failure to reaffirm the Armenian Genocide in his commemorative statement issued earlier today.
“President Trump has chosen to enforce Ankara’s gag-rule against American condemnation and commemoration of the Armenian Genocide,” stated ANCA Executive Director Aram Hamparian. “In failing to properly mark April 24th, President Trump is effectively outsourcing U.S. genocide-prevention policy to Recep Erdogan, an arrogant and authoritarian dictator who clearly enjoys the public spectacle of arm-twisting American presidents into silence on Turkey’s mass murder of millions of Armenians, Greeks, Assyrians, and other Christians.”

Background:
The U.S. first recognized the Armenian Genocide in 1951 through a filing which was included in the International Court of Justice (ICJ) Report titled: “Reservations to the Convention on the Prevention and Punishment of the Crime of Genocide.” The specific reference to the Armenian Genocide appears on page 25 of the ICJ Report: “The Genocide Convention resulted from the inhuman and barbarous practices which prevailed in certain countries prior to and during World War II, when entire religious, racial and national minority groups were threatened with and subjected to deliberate extermination. The practice of genocide has occurred throughout human history. The Roman persecution of the Christians, the Turkish massacres of Armenians, the extermination of millions of Jews and Poles by the Nazis are outstanding examples of the crime of genocide.”
President Ronald Reagan reaffirmed the Armenian Genocide in 1981. The U.S. House of Representatives adopted legislation on the Armenian Genocide in 1975, 1984 and 1996.

Statement by President Donald J. Trump on Armenian Remembrance Day 2017
Today, we remember and honor the memory of those who suffered during the Meds Yeghern, one of the worst mass atrocities of the 20th century. Beginning in 1915, one and a half million Armenians were deported, massacred, or marched to their deaths in the final years of the Ottoman Empire. I join the Armenian community in America and around the world in mourning the loss of innocent lives and the suffering endured by so many.
As we reflect on this dark chapter of human history, we also recognize the resilience of the Armenian people. Many built new lives in the United States and made indelible contributions to our country, while cherishing memories of the historic homeland in which their ancestors established one of the great civilizations of antiquity.
We must remember atrocities to prevent them from occurring again. We welcome the efforts of Turks and Armenians to acknowledge and reckon with painful history, which is a critical step toward building a foundation for a more just and tolerant future.

Le président Trump n’a pas utilisé le terme génocide
(Nouvelles d’Arménie) Le directeur exécutif du Comité national arménien d’Amérique (ANCA), Aram Hamparian, a émis une réponse face à l’échec du président américain Donald Trump d’utiliser le terme génocide arménien dans sa déclaration commémorative publiée hier.
“Le président Trump a choisi d’appliquer la règle d’obstruction d’Ankara contre la condamnation américaine et la commémoration du génocide arménien“, a déclaré le directeur exécutif de l’ANCA, Aram Hamparian. “En refusant de marquer correctement le 24 avril, le président Trump externalise efficacement la politique américaine de prévention du génocide à Recep Erdogan, un dictateur arrogant et autoritaire qui apprécie clairement le spectacle public de présidents américains en silence dans le massacre de millions d’Arméniens, de Grecs, d’Assyriens et autres minorités chrétiennes en Turquie.

Déclaration du président Donald J. Trump à l’occasion de journée 2017 du souvenir arménien
Aujourd’hui, nous nous souvenons et honorons le souvenir de ceux qui ont souffert pendant le Meds Yeghern, l’une des pires atrocités de masse du 20ème siècle. À partir de 1915, un million et demi d’Arméniens ont été expulsés, massacrés ou poussés vers la mort dans les dernières années de l’Empire ottoman. Je me joins à la communauté arménienne en Amérique et dans le monde entier en pleurant la perte de vies innocentes et les souffrances subies par tant de personnes.
Alors que nous réfléchissons sur ce sombre chapitre de l’histoire humaine, nous reconnaissons également la résilience du peuple arménien. Beaucoup ont construit de nouvelles vies aux États-Unis et ont fait des contributions indélébiles à notre pays, tout en appréciant les souvenirs de la patrie historique dans laquelle leurs ancêtres ont établi une des grandes civilisations de l’antiquité.
Nous devons nous rappeler des atrocités pour les empêcher de se reproduire. Nous nous félicitons des efforts des Turcs et des Arméniens pour reconnaître et apprécier une histoire pénible, ce qui constitue une étape cruciale vers la création d’une base pour un avenir plus juste et plus tolérant.
Թրամփ Եւս Մերժեց Գործածել «Ցեղասպանութիւն» Բառը
(ԱՍՊԱՐԷԶ) ՈՒԱՇԻՆԿԹԸՆ.- Տեղի տալով Անգարայի ճնշումներուն դիմաց՝ Միացեալ Նահանգներու նախագահ Տանըլտ Թրամփ եւս, նախորդ նախագահին նման, մերժեց «ցեղասպանութիւն» բառը գործածել՝ նկարագրելու համար աւելի քան 1.5 միլիոն հայերու ջարդը։
«Իր այս կեցուածքով, Թրամփ աշխարհի տարածքին ցեղասպանութիւններու կանխարգիլման իր պարտականութիւնը կը վստահի բռնատէր Էրտողանին», յայտարարեց Ամերիկայի Հայ Դատի յանձնախումբի գործադիր վարիչ Արամ Համբարեան։
Ապրիլ 24ին հրապարակուած իր յայտարարութեան մէջ Թրամփ ըսած է. «Այսօր կ՛ոգեկոչենք այն անձերը, որոնք տառապեցան քսաներորդ դարու ամենամեծ զանգուածային սպանդէն, որ «Մեծ Եղեռն»ն է (հայերէնով գրուած)»։
Թրամփ աւելցուցած է, որ 1915էն սկսեալ, 1.5 միլիոն հայեր աքսորուեցան, սպաննուեցան կամ տեղահանութեան ենթարկուեցան։ «Կը միանամ Ամերիկայի հայ համայնքին եւ աշխարհասփիւռ հայութեան՝ սգալու համար մարդկային կեանքերու կորուստները եւ շատերուն կրած բազում տառապանքները: Մեծաթիւ հայեր Միացեալ Նահանգներու մէջ նոր կեանք հիմնեցին ու մնայուն նպաստ բերին մեր երկրին։ Անոնք իրենց սիրտերուն մէջ վառ պահեցին յիշողութիւնները իրենց պատմական հայրենիքին, ուր իրենց նախնիները կերտած էին հնագոյն քաղաքակրթութիւններէն մէկը։ Պատմութիւնը պէ՛տք է յիշուի, որպէսզի նմանօրինակ դէպքեր դարձեալ չպատահին։ Մենք գոհունակութեամբ կը դիմաւորենք այն ճիգերը, զորս թուրքեր ու հայեր տարին, որպէսզի ստեղծեն աւելի արդար ու լայնախոհ ապագայի մը ենթահողը, որպէսզի այս ցաւոտ անցեալը ընդունուի բոլորին կողմէ ու հաշիւ տեսնուի անոր համար», ըսած է ան։
Նշենք, որ Ներկայացուցիչներու տան աւելի քան ութսուն անդամներ նամակ յղած էին նախագահ Թրամփին ու պահանջած, որ ան «ցեղասպանութիւն» եզրը գործածէ։
Վերջին անգամ նախագահ Ռանըլտ Ռեկընն էր, որ «ցեղասպանութիւն» եզրը գործածած էր 1981ին, սակայն Թրամփ նախընտրեց հետեւիլ Պարաք Օպամայի օրինակին՝ գործածելով «Մեծ Եղեռն» եզրը։
ԹՈՒՐՔԻՈՅ ԱՐՏԱՔԻՆ ԳՈՐԾՈՑ ՆԱԽԱՐԱՐՈՒԹԻՒՆԸ ԲՈՂՈՔԵՑ
Հակառակ «ցեղասպանութիւն» բառը չգործածելուն, Թրամփ Ապրիլ 24ի իր առաջին յայտարարութեամբ դժգոհութիւն պատճառեց Թուրքիոյ արտաքին գործոց նախարարութեան, որ գրաւոր հաղորդագրութեամբ մը յայտարարեց, թէ Թրամփի լուսաբանութիւններուն մէջ առկայ «սխալ տեղեկութիւններ»ն ու բացատրութիւնները ծնունդ կ՛առնեն այն «սխա՛լ քարոզչութիւն»ներէն, որոնք տարիներէ ի վեր կը կատարուին կարգ մը «արմատական հայկական շրջանակներ»ու կողմէ։
«Կ՛ակնկալենք, որ կարեւորութիւն չտրուի ատելութիւն սերմանող նմանօրինակ շրջանակներու քարոզչութիւններուն եւ ընդգրկուի բոլո՛ր կողմերուն ցաւը նկատի առնող մերձեցում մը», ըսուեցաւ նախարարութեան յայտարարութեան մէջ։
Նախարարութիւնը խիստ լեզուով պախարակեց նաեւ Երեւանի մէջ Ապրիլ 24ի ոգեկոչումներուն ընթացքին թրքական դրօշակի հրկիզումը։ «Խստի՛ւ կ՛անիծենք այս դաւաճանական արարքն ու անոր տեղի տուողները», նշուեցաւ հաղորդագրութեան մէջ։
