El viernes 2 de septiembre tuvo lugar en Montevideo el lanzamiento del Foro Nagorno Karabagh, un espacio integrado por activistas sociales, acad\u00e9micos y legisladores que tendr\u00e1 como tarea enriquecer y promover la posici\u00f3n del pa\u00eds de respaldo a una posici\u00f3n pac\u00edfica del conflicto entre la Rep\u00fablica de Nagorno Karabagh y Azerbaiy\u00e1n.<\/p>\n

El Foro est\u00e1 conformado por los senadores Rub\u00e9n Mart\u00ednez Huelmo y Rafael Michelini; los diputados Pablo Abdala, Susana Pereyra y Daniel Rad\u00edo; as\u00ed como por el abogado \u00d3scar L\u00f3pez Goldaracena, el historiador Gerardo Caetano y la ex vice canciller Belela Herrera. Estos dos \u00faltimos, a su vez, copresiden el grupo.<\/p>\n

El compromiso de quienes integran el Foro qued\u00f3 sellado con la firma de un manifiesto que, entre otras cosas, ratifica la labor de los participantes a favor de \u201cla soluci\u00f3n pac\u00edfica de la cuesti\u00f3n de Nagorno Karabagh\u201d y la \u201cdefensa del derecho de su poblaci\u00f3n a desarrollarse libre y soberanamente en su patria ancestral, sin amenazas ni violencia\u201d. El documento, adem\u00e1s, respalda \u201clos esfuerzos de mediaci\u00f3n desarrollados por el Grupo de Minsk de la Organizaci\u00f3n para la Cooperaci\u00f3n y la Seguridad en Europa\u201d e insta a la comunidad internacional a continuar sus esfuerzos para \u201casegurar el respeto a los acuerdos alcanzados, poner freno a la ret\u00f3rica belicista y desestimular a las partes a seguir profundizando las heridas que el conflicto ha causado, con nuevos enfrentamientos armados\u201d.<\/p>\n

El viernes, los integrantes de este equipo de trabajo detallaron las razones que los llevaron a apoyar la iniciativa. \u201cQueremos que sepan que en Uruguay, a miles de kil\u00f3metros de distancia de Karabagh, hay otro pueblo que no es indiferente\u201d, expres\u00f3 el diputado Rad\u00edo despu\u00e9s de leer el contenido del manifiesto. \u201cLo que estamos haciendo es un acto de justicia\u201d, dijo por su parte el senador Michelini. L\u00f3pez Goldaracena, en tanto, habl\u00f3 desde la perspectiva del Derecho: \u201cEl pueblo de Nagorno Karabagh ya se autodetermin\u00f3 [\u2026] porque eligi\u00f3 su modelo de Estado soberano libremente\u201d.<\/p>\n

Los copresidentes del Foro insistieron en la tradici\u00f3n del Uruguay en materia del respeto a la paz y a los derechos humanos. \u201cEstamos lanzando una iniciativa que esperamos sea replicada en todo el mundo\u201d, manifest\u00f3 la ex vice canciller Herrera. Caetano, advirti\u00f3 que el Uruguay \u201cno se vende\u201d y que, aunque \u201cAzerbaiy\u00e1n es poderoso y sabe comprar voluntades\u201d, ellos creen firmemente en la independencia de Nagorno Karabagh.<\/p>\n

Por su parte, el senador Ruben Mart\u00ednez Huelmo, indic\u00f3 que el Foro est\u00e1 llamado a \u201csuperar las amenazas\u201d y provocar un efecto sobre todo el mundo en materia de informaci\u00f3n y compromiso con la realidad de \u201cla rep\u00fablica amiga de Nagorno Karabagh\u201d, tal como se hizo evidente en los d\u00edas previos a su lanzamiento. La diputada Susana Pereyra destac\u00f3 el compromiso del pueblo de Karabagh con la democracia a partir de su experiencia como observadora electoral en 2012, en tanto que el diputado Abdala remarc\u00f3 que el \u201ccamino que se inicia hoy, m\u00e1s tarde o m\u00e1s temprano nos conducir\u00e1 a la independencia, la libertad y la autodeterminaci\u00f3n de Nagorno Karabagh\u201d<\/p>\n

El evento fue inaugurado por Viken Boyadjian quien, en nombre del Consejo Causa Armenia del Uruguay<\/a> (CCAU), agradeci\u00f3 a los integrantes del Foro y record\u00f3 el compromiso que mantiene Uruguay con el pueblo armenio y karabagh\u00ed desde hace d\u00e9cadas. El Foro Nagorno Karabagh nace \u201ccomo una voz aut\u00f3noma y libre de la sociedad uruguaya para defender el derecho a la autodeterminaci\u00f3n del pueblo armenio que es due\u00f1o de esas tierras desde hace siglos\u201d, agreg\u00f3.<\/p>\n

A continuaci\u00f3n, el ingeniero Mario Nalpatian, integrante del Consejo Causa Armenia mundial y vicepresidente de la Internacional Socialista, realiz\u00f3 una exposici\u00f3n hist\u00f3rica sobre Nagorno Karabagh.<\/p>\n

El presidente de la Rep\u00fablica de Nagorno Karabagh, Bako Sahakian, no pudo asistir al evento ya que encabezaba en su pa\u00eds los festejos por el 25\u00ba aniversario de la independencia. Sin embargo, su mensaje fue enviado a trav\u00e9s de Robert Avetisyan, encargado de la Oficina Permanente de Nagorno Karabagh en Washington DC, quien lo comparti\u00f3 con el p\u00fablico presente. En su carta, el presidente Sahakian calific\u00f3 el Foro en Uruguay como un \u201chito\u201d que env\u00eda al mundo la se\u00f1al de que Karabagh \u201cno est\u00e1 solo\u201d en su \u201clucha por la libertad\u201d. Adem\u00e1s, agradeci\u00f3 al Uruguay por ser un \u201cl\u00edder en democracia\u201d y alent\u00f3 a los miembros del Foro a permanecer \u201cindependientes\u201d en sus decisiones y apegados a los valores de derechos humanos y justicia, a pesar de la \u201cposible oposici\u00f3n de los reg\u00edmenes opresores y ricos en petr\u00f3leo\u201d y sus aliados.<\/p>\n

Nagorno-Karabakh Forum Launched In Uruguay<\/strong><\/p>\n

(PRENSA ARMENIA) The launch of the Nagorno-Karabakh Forum was held in Montevideo, Uruguay on Friday September 2 with a team of social activists, academics and lawmakers “whose task will enrich and promote the country’s position of support for a peaceful position in the conflict between the Republic of Nagorno-Karabakh and Azerbaijan”.<\/p>\n

The Forum is composed of Senators Ruben Martinez Huelmo and Rafael Michelini, Deputies Pablo Abdala, Susana Pereyra and Daniel Radio, as well as the lawyer Oscar Lopez Goldaracena, historian Gerardo Caetano and former Vice Foreign Minister Belela Herrera. The latter two co-chair the group.<\/p>\n

The members of the Forum signed of a manifesto which, among other things, confirms the work of the participants in favor of “a peaceful settlement of the question of Nagorno-Karabakh” and “defending the right of its population to develop a free and sovereign state in their ancestral homeland, without threats or violence.”<\/p>\n

The document also endorses “the mediation efforts by the Minsk Group of the Organization for Cooperation and Security in Europe” and urges the international community to continue its efforts to “ensure respect for the agreements reached, put a stop on war rhetoric and discourage the parties to further deepen the wounds that the conflict has caused with new armed clashes.”<\/p>\n

“We want them to know that in Uruguay, thousands of kilometers away from Karabakh, there are other people who are not indifferent,” said Deputy Radio after reading the manifesto. “What we are doing is an act of justice,” added Senator Michelini. Lopez Goldaracena, meanwhile, spoke from the perspective of law: “The people of Nagorno-Karabakh have already ‘self-determined’, because they chose their model of a free sovereign state.”<\/p>\n

“We are launching an initiative that we hope will be replicated throughout the world,” said former Vice Foreign Minister Herrera. Caetano warned that Uruguay is “not for sale” and that while “Azerbaijan is powerful and knows how to buy wills” they firmly believe in the independence of Nagorno-Karabakh.<\/p>\n

Senator Ruben Martinez Huelmo said that the Forum is called to “overcome the threats,” while Deputy Susana Pereyra stressed the commitment of the people of Nagorno-Karabakh to democracy from her experience as an election observer in 2012. Deputy Abdala remarked that the “path that starts today will sooner or later lead to the independence, freedom and self-determination of Nagorno Karabakh.”<\/p>\n

The event was inaugurated by Viken Boyadjian, member of the Armenian National Committe of Uruguay<\/a>, who thanked the members of the Forum and recalled the commitment that keeps Uruguay with the Armenian people, Mario Nalpatian, member of the International Armenian National Committe and vice president of the Socialist International, and Robert Avedisyan, Permanent Representative of the Nagorno Karabakh Republic to the United States.<\/p>\n

Avedisyan brought the message of President Bako Sahakyan, who thanked Uruguay for being a “leading democracy” and encouraged Forum members to remain “independent” in its decisions and attached to the values of human rights and justice, despite the “possible opposition from oppressive and oil-rich regimes and its allies.”<\/p>\n

Fue presentado el Foro Nagorno Karabagh en Uruguay en ocasi\u00f3n del 25\u00ba aniversario de la declaraci\u00f3n de independencia.<\/strong><\/p>\n

(montevideo.com.uy) En ocasi\u00f3n del 25\u00ba aniversario de la declaraci\u00f3n de independencia de la Rep\u00fablica Nagorno Karabaghy al tiempo que ha recrudecido la violencia en el C\u00e1ucaso Sur, ente Armenia y Azerbaiy\u00e1n, fue presentado el Foro Nagorno Karabagh en Uruguay, de car\u00e1cter pluri-partidario.<\/p>\n

El Foro Nagorno Karabagh est\u00e1 integrado por legisladores, acad\u00e9micos, intelectuales y activistas sociales de Uruguay, “que se vinculan de forma libre y voluntaria para contribuir a la resoluci\u00f3n pac\u00edfica del conflicto en Nagorno Karabagh y respaldar el reconocimiento internacional de su independencia, como garant\u00eda para el goce de los derechos elementales de sus habitantes”, inform\u00f3 Federico Waneskahian, vocero del Consejo Causa Armenia del Uruguay, que promueve este Foro.<\/p>\n

Entre los integrantes se destacan Belela Herrera, Gerardo Caetano, Rafael Michelini, Ruben Mart\u00ednez Huelmo, Pablo Abdala, Daniel Rad\u00edo, Susana Pereyra y Oscar L\u00f3pez Goldaracena.<\/p>\n

La Rep\u00fablica de Nagorno (Monta\u00f1oso) Karabagh es un estado independiente de facto desde 1991, y cuenta con una poblaci\u00f3n de 140.100 habitantes, el 95 por ciento de los cuales son \u00e9tnicamente armenios. La Rep\u00fablica es una democracia presidencialista, y cuenta con un parlamento unicameral de treinta y tres esca\u00f1os, electos por la poblaci\u00f3n cada cinco a\u00f1os.<\/p>\n

Su territorio de 11.500 km\u00b2 ocupa una porci\u00f3n del Karabagh que integraba la Rep\u00fablica de Armenia hasta 1920, y pr\u00e1cticamente la totalidad de las fronteras delimitadas artificialmente por Stalin en 1923, con excepci\u00f3n de los distritos de Shahumian y el noreste de Mardakert, que permanecen ocupados por Azerbaiy\u00e1n.<\/p>\n

“Se trata del primer espacio constituido a nivel mundial con estas caracter\u00edsticas. Entre los desaf\u00edos que se presentan para un espacio de este tipo se encuentra la difusi\u00f3n de la realidad de Nagorno Karabagh ante la opini\u00f3n p\u00fablica, la promoci\u00f3n y el desarrollo de investigaciones, publicaciones, debates y seminarios con el objetivo de enriquecer el an\u00e1lisis de esta tem\u00e1tica desde una perspectiva uruguaya”, explic\u00f3 Waneskahian.<\/p>\n

“El Foro es un activo para el fortalecimiento de la posici\u00f3n de Uruguay respecto al conflicto entre Nagorno Karabagh y Azerbaiy\u00e1n y la b\u00fasqueda de una soluci\u00f3n pac\u00edfica que respete el derecho a la auto determinaci\u00f3n de su poblaci\u00f3n armenia”, a\u00f1adi\u00f3.<\/p>\n

Waneskahian sostuvo que “la existencia de una profusa doctrina de la pol\u00edtica exterior de Uruguay en respaldo al derecho a la auto determinaci\u00f3n de los pueblos y de la soluci\u00f3n pac\u00edfica de las controversias respalda la visi\u00f3n que promover\u00e1 en Foro.
