(Consejo Causa Armenia del Uruguay<\/a>) El Secretario General de la OEA, Dr. Luis Almagro, hizo p\u00fablica una declaraci\u00f3n en la web oficial de la OEA<\/a> respecto a la situaci\u00f3n en Nagorno Karabagh, en la que condena las acciones militares de Azerbaiy\u00e1n y califica como \u201cactos de barbarie\u201d el asesinato de civiles. A su vez, realiza un llamamiento a retomar las negociaciones en el marco del Grupo de Minsk de la OSCE.<\/p>\n

La Organizaci\u00f3n de Estados Americanos es la organizaci\u00f3n regional m\u00e1s antigua del mundo, y reune a 35 estados independientes, siendo el principal foro gubernamental pol\u00edtico, jur\u00eddico y social del Hemisferio.<\/p>\n

Su Secretario General, el uruguayo Luis Almagro Lemes, ha estudiado en profundidad la cuesti\u00f3n de Nagorno Karabagh desde los inicios del proceso de autodeterminaci\u00f3n nacional, cuando se desempe\u00f1aba en la Embajada de Uruguay en Ir\u00e1n. Como Ministro de Relaciones Exteriores de Uruguay (2010-2015) respald\u00f3 en numerosas declaraciones la resoluci\u00f3n pac\u00edfica del conflicto en el marco del Grupo de Minsk de la OSCE.<\/p>\n

La estabilidad y la paz, as\u00ed como el logro de soluciones pac\u00edficas a los conflictos entre naciones, son valores que van mas all\u00e1 de nuestro hemisferio. Por ello, el uso de la acci\u00f3n militar por parte de Azerbaiy\u00e1n reviste especial gravedad, pues constituye una manifiesta violaci\u00f3n del cese del fuego establecido en 1994, as\u00ed como un rompimiento del principio de la negociaci\u00f3n de buena fe en el marco del Grupo de Minsk.<\/p>\n

Condenamos la grave violaci\u00f3n de los principios del derecho internacional.<\/p>\n

Por otra parte, tomar objetivos civiles como blancos militares en esos ataques es completamente violatorio de las m\u00e1s elementales normas que rigen los conflictos armados. Estas pr\u00e1cticas deben ser desterradas.<\/p>\n

Todo acto de violencia para resolver una disputa territorial es inadmisible y cuando esos actos de violencia provocan muerte de civiles, son un acto de barbarie.<\/p>\n

Urgimos a las autoridades azer\u00edes a retomar las reuniones que han sido pospuestas con las autoridades del Grupo de Minsk.<\/p>\n

Los principios b\u00e1sicos para la soluci\u00f3n del conflicto de Nagorno-Karabakh se basan en el Acta Final de Helsinki (1975) y son:
\n– el no uso de la fuerza,
\n– la integridad territorial, as\u00ed como
\n– la igualdad de derechos y
\n– la autodeterminaci\u00f3n de los Pueblos.<\/p>\n

Stability and peace, and the achievement of peaceful solutions to conflicts between nations are values that go beyond our hemisphere.<\/p>\n

Therefore, the use of military action by Azerbaijan is particularly serious because it constitutes a manifest violation of the ceasefire established in 1994 as well as well as a violation of the principle of good faith negotiations in the framework of the Minsk Group.<\/p>\n

We condemn the serious violation of the principles of international law.<\/p>\n

Moreover, taking civilian objectives as military targets in these attacks is a complete violation of the most basic rules governing armed conflict. These practices must be banished.<\/p>\n

Any act of violence to resolve a territorial dispute is inadmissible and when such acts of violence cause civilian deaths they are acts of barbarism.<\/p>\n

We urge the Azeri authorities to resume meetings have been postponed with Minsk Group authorities.<\/p>\n

The basic principles for the settlement of the Nagorno-Karabakh are based on the Helsinki Final Act (1975), and are:

\n– Equal rights and
