Les communaut\u00e9s arm\u00e9nienne et aram\u00e9enne de Belgique, apr\u00e8s avoir pris connaissance de la proposition de r\u00e9solution relative \u00e0 la reconnaissance par la Belgique du g\u00e9nocide arm\u00e9nien, vot\u00e9e le 7 juillet en commission des Relations ext\u00e9rieures de la Chambre, tiennent \u00e0 exprimer leur profonde inqui\u00e9tude.
\nElles d\u00e9plorent l\u2019ambigu\u00eft\u00e9 du texte, en particulier dans les paragraphes 2 et 9 qui demandent au gouvernement f\u00e9d\u00e9ral :<\/p>\n

– Point 2 \u00ab de reconnaitre que la Turquie actuelle ne saurait \u00eatre tenue pour responsable historiquement et moralement du drame v\u00e9cu par les Arm\u00e9niens de l\u2019Empire Ottoman. \u00bb<\/p>\n

Ce paragraphe fait un amalgame malheureux.<\/p>\n

Aujourd\u2019hui, de courageux intellectuels et membres de la soci\u00e9t\u00e9 civile turque pr\u00f4nent le langage de v\u00e9rit\u00e9. Ils se battent avec dignit\u00e9, souvent au p\u00e9ril de leur int\u00e9grit\u00e9 physique, pour que leur pays reconnaisse le g\u00e9nocide arm\u00e9nien, assume son pass\u00e9 et se d\u00e9barrasse enfin du fardeau de plus en plus insoutenable d\u2019un mensonge d\u2019Etat qui perdure depuis 100 ans.<\/p>\n

Tout au contraire, les autorit\u00e9s turques s\u2019arc-boutent sur le d\u00e9ni, persistent \u00e0 nier l\u2019\u00e9vidence du g\u00e9nocide des Arm\u00e9niens et des Aram\u00e9ens (Syriaques, Chald\u00e9ens et Assyriens) et continuent \u00e0 en glorifier les ordonnateurs. Elles se font en cela, les h\u00e9ritiers des actions de l\u2019Empire ottoman. Cette Turquie officielle porte, pour le moins, une responsabilit\u00e9 morale. Imaginerait-on un mausol\u00e9e Adolf Hitler ou une avenue Himmler \u00e0 Berlin? La R\u00e9publique f\u00e9d\u00e9rale allemande s\u2019est d\u00e9clar\u00e9e responsable des crimes commis par le Reich.<\/p>\n

Il serait incompr\u00e9hensible de gratifier, \u00e0 travers le paragraphe 2, le n\u00e9gationnisme d\u2019Etat. D\u00e8s lors il serait indiqu\u00e9, soit de remplacer \u00ab Turquie actuelle \u00bb par les termes \u00ab peuple turc \u00bb ou \u00ab la soci\u00e9t\u00e9 civile turque \u00bb, soit de supprimer ce deuxi\u00e8me point.<\/p>\n

– Point 9 : \u00ab de soutenir les initiatives d\u2019organisations sociales en Turquie et en Arm\u00e9nie qui \u0153uvrent \u00e0 la normalisation des relations entre les deux pays \u00bb<\/p>\n

Il serait avant tout n\u00e9cessaire de favoriser un rapprochement entre les associations belges d\u2019origine turque \u2013 qui reconnaissent le g\u00e9nocide – et arm\u00e9nienne et aram\u00e9enne pour tenter d\u2019\u00e9tablir un dialogue. De telles initiatives donneraient du courage aux Belges d\u2019origine turque qui n\u2019osent publiquement reconnaitre le g\u00e9nocide des Arm\u00e9niens et des Aram\u00e9ens. Elles \u00e9viteraient aussi d\u2019encourager, sur le territoire de la Belgique, des manifestations pr\u00f4nant le n\u00e9gationnisme, avec la complicit\u00e9 de certains \u00e9lus de la Nation qui se comportent surtout comme des repr\u00e9sentants de la doxa officielle turque.<\/p>\n

Belgian Armenians and Arameans Concerned Over Wording in Genocide Recognition Resolution <\/strong><\/p>\n

BRUSSELS (Nouvelles d\u2019Arm\u00e9nie)\u2014The Armenian and Aramean communities of Belgium expressed their deep concern over the wording in a draft resolution on the acknowledgement of the Armenian Genocide by Belgium. The Committee of Belgian Armenians, Armenian National Committee of Belgium, and the Aramean Federation of Belgium have criticize the ambiguity of the text.<\/p>\n

The Foreign Affairs Committee of Belgium\u2019s House of Representatives adopted the document on July 7, but Armenian and Aramean community representatives have expressed concern over points 2 and 9 of the resolution.<\/p>\n

Point 2 asks the federal government of Belgium \u201cto acknowledge that modern Turkey cannot hold moral and historical liability for the tragedy, survived by the Armenians in the Ottoman Empire.\u201d Point 9 supports the backing of initiatives by non-governmental organizations in Turkey and Armenia, whose work is aimed at normalizing the relations between the two countries.<\/p>\n

The Armenian and Aramaic communities have called Point 2 \u201cunsuccessful\u201d, noting that more and more intellectuals and members of Turkey\u2019s civil society today are advocating for truth and struggling for the recognition of the Armenian Genocide by their country despite threats.<\/p>\n

\u201cIn contrast, the Turkish authorities rely on denial, continuing to deny the proofs of the Armenian and Aramean Genocide, glorifying the organizers. Thereby they make themselves successors of the actions of the Ottoman Empire. At least the official Turkey holds moral liability,\u201d the statement reads.<\/p>\n

In regards to Point 9, the authors of the statement said that \u201cit is necessary to contribute to bringing together the Belgium Turkish associations, which recognize the Armenian Genocide, with the Armenian and Aramean associations, to try to aligning the dialogue. These kinds of initiatives will hearten the Belgians of Turkish descent, who don\u2019t dare to publicly acknowledge the Armenian and Aramean Genocide.\u201d<\/p>\n
