Ce dangereux pr\u00e9c\u00e9dent r\u00e9compense le nettoyage ethnique de l&#8217;Artsakh par Bakou<br>et sape les principes m\u00eames du droit international que le processus de Minsk incarnait.<br>Cette \u00ab demande conjointe \u00bb n&#8217;est pas le produit du libre arbitre de l\u2019Arm\u00e9nie mais l&#8217;une des \u2013<br>nombreuses &#8211; conditions pr\u00e9alables de l&#8217;Azerba\u00efdjan pour signer l&#8217;\u00ab Accord de paix \u00bb.<br>L&#8217;Arm\u00e9nie a accept\u00e9 d&#8217;\u00e9mettre cette demande sous la menace et l&#8217;usage de la force, ce qui en<br>fait un instrument invalide selon le droit international.<br>Pour rappel, en septembre-octobre 2023, l&#8217;Azerba\u00efdjan a organis\u00e9 le nettoyage ethnique du<br>Haut-Karabagh apr\u00e8s un blocus de 10 mois. Ces crimes, largement document\u00e9s, ont forc\u00e9 plus<br>de 150 000 Arm\u00e9niens \u00e0 l&#8217;exil, sans r\u00e9soudre la question des droits du peuple d&#8217;Artsakh.<br>Abandonner la m\u00e9diation internationale envoie aujourd\u2019hui un message dangereux : la<br>puissance, non la loi, d\u00e9cide des litiges. Un tel pr\u00e9c\u00e9dent ne fait que perp\u00e9tuer les cycles de<br>violence et saper les fondements de la paix.<br>La paix authentique doit garantir :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>La lib\u00e9ration imm\u00e9diate des otages arm\u00e9niens d\u00e9tenus en Azerba\u00efdjan<\/li>\n\n\n\n<li>La protection du patrimoine culturel arm\u00e9nien r\u00e9guli\u00e8rement d\u00e9truit par l\u2019Azerba\u00efdjan<\/li>\n\n\n\n<li>La s\u00e9curit\u00e9 et la souverainet\u00e9 de l&#8217;Arm\u00e9nie respect\u00e9es par l\u2019Azerba\u00efdjan qui \u00e9voque<br>r\u00e9guli\u00e8rement vouloir attaquer le reste de l\u2019Arm\u00e9nie en consid\u00e9rant qu\u2019il s\u2019agit l\u00e0 d\u2019un<br>pr\u00e9tendu \u00ab Azerba\u00efdjan occidental \u00bb<\/li>\n\n\n\n<li>Le droit au retour pour les Arm\u00e9niens d\u00e9plac\u00e9s, affirm\u00e9 par la Cour internationale de<br>Justice (17 novembre 2023)<br><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">La France, copr\u00e9sidente du Groupe de Minsk, porte une responsabilit\u00e9 particuli\u00e8re. Paris doit<br>d\u00e9sormais prendre des initiatives concr\u00e8tes pour d\u00e9fendre les principes du droit international<br>qu&#8217;elle a longtemps port\u00e9s.<br>Nous appelons la France et l&#8217;OSCE \u00e0 rester engag\u00e9es dans la protection des droits des<br>Arm\u00e9niens d\u00e9plac\u00e9s, la lib\u00e9ration des otages, et la pr\u00e9servation du patrimoine culturel.<br>\u00ab Fermer le chapitre de l&#8217;inimiti\u00e9 \u00bb, comme proclam\u00e9 dans la d\u00e9claration de Washington du 8<br>ao\u00fbt 2025, ne peut \u00eatre accompli par le silence impos\u00e9. Cela n\u00e9cessite un travail de v\u00e9rit\u00e9, justice<br>et r\u00e9conciliation.
