This financing would enable the Aliyev regime\u2019s procurement of dual-use aircraft, facilitating the illegal flow of arms into Azerbaijan\u2014a country widely condemned for its genocidal policies against the Armenian population of Artsakh and ongoing aggression against the Republic of Armenia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On January 10, 2025, <strong><a href=\"https:\/\/www.federalregister.gov\/documents\/2025\/01\/13\/2025-00471\/application-for-final-commitment-for-a-long-term-loan-or-financial-guarantee-in-excess-of-100\">EXIM Bank announced<\/a><\/strong> that it received Boeing\u2019s application for final commitment for a loan exceeding $100 million. Public comments on this proposal will be accepted until February 7, 2025, and presented to the EXIM Board of Directors for consideration before any final decision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ANCA\u2019s campaign, <a href=\"http:\/\/anca.org\/exim\">anca.org\/exim<\/a>, empowers individuals across the country to voice their opposition to this transaction. The ANCA argues that approval of this financing would:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Violate U.S. Export Control Laws:<\/strong> The sale contravenes regulations on dual-use items under the Export Administration Regulations and the International Traffic in Arms Regulations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Undermine Regional Peace: <\/strong>Providing military advantage to Azerbaijan jeopardizes the sovereignty and security of Armenia and Artsakh.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Contradict U.S. Sanctions and Policies:<\/strong> Azerbaijan\u2019s record of human rights abuses, ethnic cleansing, and unlawful detention of POWs calls for sanctions under the Global Magnitsky Human Rights Accountability Act, not U.S. financial backing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Facilitate Genocidal Intent:<\/strong> Azerbaijan has used its arsenal to ethnically cleanse Artsakh\u2019s Armenian population, with documented evidence of Silk Way Airlines\u2019 role in illegal arms transfers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Silk Way Airlines, closely tied to the Aliyev regime, has been implicated in numerous investigations, including by the Organized Crime and Corruption Reporting Project (OCCRP), for transporting illicit arms used in Azerbaijan\u2019s assaults on Artsakh.
