{"id":20235,"date":"2022-07-06T09:48:00","date_gmt":"2022-07-06T09:48:00","guid":{"rendered":"https:\/\/ancnews.info\/?p=20235"},"modified":"2022-07-12T09:50:20","modified_gmt":"2022-07-12T09:50:20","slug":"anca-backs-ndaa-amendments-promoting-artsakhs-survival-armenias-security","status":"publish","type":"post","link":"https:\/\/ancnews.info\/?p=20235","title":{"rendered":"ANCA Backs NDAA Amendments Promoting Artsakh\u2019s Survival; Armenia\u2019s Security"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Armenian National Committee of America (ANCA) is mobilizing on Capitol Hill and in Congressional districts across America to hold Azerbaijan and Turkey accountable for their ethnic cleansing of Artsakh and ongoing attacks on Armenia \u2013 backing a series of targeted amendments to the Fiscal Year (FY) 2023 National Defense Authorization Act (NDAA \u2013 H.R.7900) to cut military aid to Baku, stop F-16 sales to Ankara, and return Armenian POWs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ANCA is leading a nationwide grassroots effort \u2013&nbsp;<a href=\"https:\/\/anca.org\/ndaa\"><strong>anca.org\/ndaa<\/strong><\/a>&nbsp;\u2013 to secure cosponsors for each of the amendments, which are set to be considered by the House Rules Committee as early as Tuesday, July 12th. The full U.S. House will have the opportunity to vote on each of the amendments ruled in order, either separately or grouped together \u201cen bloc,\u201d during consideration of H.R.7900. Amendments with strong, bipartisan backing are generally considered more favorably by the Rules Committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWith President Biden recklessly approving yet another twelve months of military aid to the oil-rich Aliyev regime, it\u2019s up to you to get Congress to stop our U.S. tax dollars from financing Azerbaijan\u2019s ethnic-cleansing of Artsakh and aggression against Armenia,\u201d said ANCA Executive Director Aram Hamparian. \u201cTake action today at&nbsp;<a href=\"https:\/\/anca.org\/ndaa\"><strong>www.anca.org\/NDAA<\/strong><\/a>.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The seven pro-Artsakh\/Armenia amendments to the NDAA Bill are the following:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Amendments #208 and #478:<\/strong>&nbsp;Led by Representatives Chris Pappas (D-NH) and Gus Bilirakis (R-FL), the amendments would effectively prohibit the President from selling or transferring F-16s or F-16 modernization kits to Turkey. Current co-sponsors of both measures are Representatives David Cicilline (D-RI), Carolyn Maloney (D-NY), Nicole Malliotakis (R-NY), Grace Meng (D-NY), Frank Pallone (D-NJ), John Sarbanes (D-MD), Brad Schneider (D-IL), and Dina Titus (D-NV).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Amendments #682 and #724:<\/strong>&nbsp;Introduced by Congressional Armenian Caucus Co-Chairs Jackie Speier (D-CA) and Frank Pallone respectively, the amendments would block U.S. security and military assistance to Azerbaijan. Amendment 682 is currently cosponsored by Representatives Judy Chu (D-CA), Frank Pallone, Adam Schiff (D-CA), and Dina Titus (D-NV). Amendment 724 is cosponsored by Representatives Judy Chu (D-CA), David Cicilline (D-RI), Connie Conway (R-CA), Jim Costa (D-CA), Anna Eshoo (D-CA), Raja Krishnamoorthi (D-IL), Zoe Lofgren (D-CA), Grace Meng (D-NY), Frank Pallone (D-NJ), Adam Schiff (D-CA), Jackie Speier (D-CA), Dina Titus (D-NV), and David Valadao (R-CA).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Amendment #992:<\/strong>&nbsp;Introduced by Rep. Jackie Speier (D-CA), the amendment directs the Secretary of Defense, in coordination with the Secretary of State, to document details of the waiver requirements to Section 907 of the Freedom Support Act and report on whether security assistance to the government of Azerbaijan undermines efforts toward a peaceful settlement between Armenia and Azerbaijan. Current cosponsors of the amendment include Representatives Judy Chu (D-CA), Frank Pallone (D-NJ), Adam Schiff (D-CA), and Dina Titus (D-NV).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Amendment #698:<\/strong>&nbsp;Introduced by Rep. Adam Schiff (D-CA), the amendment expresses the sense of Congress that the government of Azerbaijan should immediately return all Armenian prisoners of war and captured civilians. Current Congressional cosponsors of the amendment include Representatives Don Beyer (D-VA), Gus Bilirakis (R-FL), Tony Cardenas (D-CA), Katherine Clark (D-MA), Jim Costa (D-CA), Raja Krishnamoorthi (D-IL), Tom Malinowski (D-NJ), Frank Pallone (D-NJ), Janice Schakowsky (D-IL), Jackie Speier (D-CA) and Dina Titus (D-NV).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Amendment #837:<\/strong>&nbsp;Spearheaded by Representatives Tony Cardenas (D-CA) and Brad Sherman (D-CA), the amendment calls for a report by the State Department and Defense Department that would detail the use of U.S. parts in Turkish drones used by Azerbaijan against Armenia and Artsakh; Azerbaijan\u2019s use of white phosphorous, cluster bombs and other prohibited munitions deployed against Artsakh; Turkey\u2019s and Azerbaijan\u2019s recruitment of foreign terrorist fighters during the 2020 Artsakh war.
