\nDel 10 al 13 de diciembre, el Consejo Nacional Armenio particip\u00f3 en Brasilia del Foro Mundial de Derechos Humanos (FMDH), enmarcado en el 65\u00b0 aniversario de la Declaraci\u00f3n Universal de los Derechos Humanos. Este espacio de encuentro y reflexi\u00f3n de representantes del poder p\u00fablico y de la sociedad civil, cont\u00f3 con una destacada participaci\u00f3n de Argentina, a trav\u00e9s de la presencia en distintos paneles y de un stand donde se ofrec\u00eda material bibliogr\u00e1fico de los organismos p\u00fablicos y de las organizaciones de derechos humanos participantes.<\/p>\n

El CNA realiz\u00f3 una exposici\u00f3n titulada \u201cGenocidio de los armenios: estudio comparativo de los procesos genocidas del siglo XX\u201d. La Lic. Carolina Karagueuzian, directora del CNA Buenos Aires y el Abg. Guillermo Ferraioli Karamanian expusieron frente a un auditorio de 40 personas sobre el genocidio contra el pueblo armenio perpetrado por el Estado turco, desde los aspectos hist\u00f3ricos, sociales y desde la perspectiva del derecho internacional. La cuesti\u00f3n de la reparaci\u00f3n fue uno de los ejes centrales de la disertaci\u00f3n.<\/p>\n

\u201cTurqu\u00eda tiene que reparar territorialmente a Armenia, respetando los t\u00e9rminos del Laudo Arbitral que emitiera el Presidente de los Estados Unidos Woodrow Wilson el 22 de noviembre de 1920\u2033 dijo el Abg. Ferraioli Karamanian, en referencia al compromiso arbitral asumido por las partes al firmar el Tratado de S\u00e8vres, que establece que territorios que actualmente contin\u00faan usurpados por Turqu\u00eda, como la Ciudad de Van o el Puerto de Trebizonda, pertenecen a la Rep\u00fablica de Armenia. \u201cEl mill\u00f3n y medio de v\u00edctimas del Genocidio supuso un da\u00f1o material permanente contra el pueblo armenio. Este da\u00f1o a\u00fan no ha sido compensado por una indemnizaci\u00f3n justa. De producirse, dicha reparaci\u00f3n debe atender tanto a las vidas perdidas como a los bienes apropiados por el Estado y por los miembros de la \u00e9lite turca\u201d explic\u00f3 la Lic. Karagueuzian.<\/p>\n

En este sentido, es pertinente mencionar que en el panel \u201cDerecho a la Memoria, Verdad y Justicia\u201d, el juez Baltasar Garz\u00f3n,Presidente del Centro Internacional para la Promoci\u00f3n de los DDHH, tambi\u00e9n se refiriera a esta cuesti\u00f3n, en relaci\u00f3n a las violaciones a los derechos humanos en latinoam\u00e9rica.\u201cLos Estados no tienen que pedir perd\u00f3n, sino actuar e investigar. La obligaci\u00f3n de los estados es proteger los derechos humanos. Verdad, Justicia y Reparaci\u00f3n, y no repetici\u00f3n\u201d expres\u00f3 Garz\u00f3n.<\/p>\n

El FMDH es una instancia fundamental para la discusi\u00f3n sobre derechos humanos en el mundo, especialmente por el car\u00e1cter abierto y participaron. Durante los tres d\u00edas se congregaron m\u00e1s de 5000 asistentes, que participaron de foros, charlas y actividades culturales. La participaci\u00f3n argentina fue destacada, y el Comit\u00e9 Organizador Local de Argentina, que ser\u00e1 sede del Foro en el 2015, estuvo conformado por el Centro Internacional para la Promoci\u00f3n de los Derechos Humanos (CIPDH), el Instituto Nacional contra la Discriminaci\u00f3n, la Xenofobia y el Racismo (INADI), el Instituto de Pol\u00edticas P\u00fablicas de Derechos Humanos del Mercosur (IPPDH) y la Comisi\u00f3n de Derechos Humanos y Garant\u00edas de la C\u00e1mara de Diputados de la Naci\u00f3n.<\/p>\n

Armenian Genocide reparations discussed in the World Forum on Human Rights<\/h1>\n

(Agencia Prensa Armenia).- The Armenian National Committee (CNA) of South America participated in the World Forum on Human Rights (FMDH) from 10 to 13 December in Brasilia, capital of Brazil.<\/p>\n

Ms. Carolina Karagueuzian, director of CNA Buenos Aires and Attorney Guillermo Ferraioli Karamanian made a presentation entitled “Armenian Genocide: a comparative study of genocidal processes of the twentieth century” where they discussed the Armenian Genocide from a social and historical perspective. The issue of reparations was one of the central themes of the dissertation.<\/p>\n

\"LOGO-CNA-Sudamerica\"<\/a>“Turkey must return territories to Armenia, according to the terms issued by the President of the United States Woodrow Wilson on November 22, 1920” said Ferraioli Karamanian, referring to the Treaty of S\u00e8vres and the Wilsonian Armenia.<\/p>\n

“The one and a half million victims of genocide were a permanent material damage against the Armenian people. This damage has not yet been offset by fair reparation. Such repair must address both the lives lost and the appropriation of property by the State and the members of the Turkish elite”, said Karagueuzian.<\/p>\n

In the closing ceremony, Deputy Minister of Human Rights of Brazil Patricia Barcelos announced that Argentina will host the FMDH in 2015.<\/p>\n

The FMDH aims to promote an environment for public debate about human rights, focusing on the respect to differences, on social participation, on inequalities reduction and on the confrontation of all human rights\u2019 violations. According to a press release from the FMDH, “more than 500 activities were held in the Forum, with the participation of the President of the Republic, Dilma Rousseff, former president Lula, the vice president of Colombia, the Executive Secretary, Patricia Barcelos, and National Secretaries of SDH\/PR, among other authorities.
