Den Haag, 22 februari 2018 \u2013 De Tweede Kamer heeft vandaag twee moties van Kamerlid van ChristenUnie Jo\u00ebl Voordewind aangenomen met 142 tegen 3 stemmen. E\u00e9n motie spreekt een expliciete erkenning door de Tweede Kamer uit van de Armeense genocide, nadat de Kamer deze in 2004 al had erkend met de meer impliciete motie Rouvoet. De andere motie vraagt de regering dit jaar, en voorts bij elk lustrum, een minister naar de Armeense hoofdstad Jerevan te sturen om op 24 april de herdenkingsplechtigheden van de Armeense genocide aldaar bij te wonen.<\/p>\n

Alle partijen stemden voor de moties, behalve de fractie Denk van Turkse Nederlanders.<\/p>\n

Over de invulling van de motie over het bijwonen van de herdenking in Jerevan, zal het kabinet nog nader spreken en een brief sturen aan de Tweede Kamer.<\/p>\n

Ook het Kamerlid van de PVV Raymond de Roon diende een motie in, inhoudende dat de regering niet langer van \u201ckwestie van de Armeense genocide\u201d zou moeten spreken, maar van de \u201cArmeense genocide\u201d. Deze motie haalde het niet, omdat de coalitiepartijen tegenstemden, evenals PvdA en Denk. V\u00f3\u00f3r deze motie stemden zeven partijen: PVV, SP, SGP, Groenlinks, 50+, Partij voor de Dieren en Forum voor Democratie.<\/p>\n

De Minister, v\u00f3\u00f3r haar ministerschap een hoge VN functionaris, toonde zich zeer betrokken bij de Armeni\u00ebrs, waarvan zij er in haar loopbaan velen had leren kennen. Ook heeft zij eerder herdenkingen meegemaakt.<\/p>\n

Desondanks verdedigde zij het regeringsstandpunt, dat gesproken dient te worden van \u201ckwestie van de Armeense genocide\u201d. De Armeense genocide voldoet volgens het kabinet niet aan de drie criteria van de Nederlandse regering om deze als \u201cgenocide\u201d te benoemen, zoals een bindende uitspraak van de Veiligheidsraad van de Verenigde Naties, een uitspraak van een internationaal gerechts- of strafhof en eenduidige conclusies volgend uit wetenschappelijk onderzoek. Dit kabinetsstandpunt is, naar zeggen van het kabinet, alleen van toepassing op \u201clopende gebeurtenssen\u201d, maar historische gebeurtenissen als de Armeense genocide worden er derhalve evenzeer aan getoetst.<\/p>\n

Tijdens het debat was een groep Armeni\u00ebrs op de tribune aanwezig. Twee personen werden verwijderd omdat op hun kleding de tekst \u201cErken Armeense Genocide\u201d zichtbaar was.<\/p>\n

Reactie Armeense organisaties<\/h2>\n

De Samenwerkende Armeense Organisaties zijn blij met de expliciete erkenning door het Parlement en de komst van een Nederlandse minister naar Jerevan op 24 april om de herdenkingsgplechtigheid bij te wonen, hetgeen een impliciete erkenning door de Nederlandse regering inhoudt.<\/p>\n

Echter zullen de Samenwerkende Armeense Organisaties erop blijven aandringen, dat ook de regering op zo kort mogelijke termijn tot expliciete erkenning over gaat, en onomwonden van de \u201cArmeense genocide\u201d zal spreken.<\/p>\n

\nMotions on Armenian Genocide passed House of Representatives<\/h1>\n

The Hague, 22 February 2018 \u2013 The House of Representatives of the Netherlands today adopted two motions from MP of ChristianUnion Party Jo\u00ebl Voordewind, with 142 to 3 votes. One motion explicitly recognises the Armenian Genocide by the House of Representatives, after already in 2004 the House recognised it with the more implicit motion by MP Rouvoet. The other motion asks the government to send a minister to the Armenian capital Yerevan this year, and every lustrum, to attend the commemoration ceremonies of the Armenian genocide there on 24 April.<\/p>\n

All factions voted in favour of the motions, except the three members of Turkish Dutch Party \u201cDenk\u201d.<\/p>\n

The Cabinet will discuss the details of the motion about attending the commemoration in Yerevan and send a letter to the House of Representatives.<\/p>\n

MP of the PVV Party Raymond de Roon (Freedom Party) also submitted a motion, stating that the government should no longer speak of \u201cQuation of the Armenian Genocide\u201d but of the \u201cArmenian Genocide\u201d. This motion did not make it, because the coalition parties voted against, as did PvdA (Labour) and Denk. Seven parties voted in favour: PVV, Socialist Party, SGP (Reformed Political Party), GreenLeft, 50PLUS, Party for the Animals and Forum for Democracy.<\/p>\n

The Minister Sigrid Kaag, a senior UN official before she became Minister last year, indicated to be very involved with the Armenians, of whom she had met many in her career. She has also participated in commemorations before.<\/p>\n

Nevertheless, she defended the government\u2019s position, that the issue should be addressed as a \u201cQuestion of the Armenian Genocide\u201d and not \u201cArmenian Genocide\u201d. According to the cabinet\u2019s position, the Armenian Genocide does not meet the three criteria of the Dutch government to name it as a \u201cgenocide\u201d, such as a binding judgment of the United Nations Security Council, a decision by an international court of law or court of justice and unequivocal conclusions from scientific research. The Cabinet\u2019s position is, according to the government, only applicable to \u201ccurrent events\u201d, but still historical events such as the Armenian Genocide are also judged by these criteria.<\/p>\n

During the debate, a group of Armenians was present in the stands. Two people were removed because the text \u201cErken Armeense Genocide\u201d (Recognise Armenian Genocide) was visible on their shirts.<\/p>\n

Reaction of Armenian organisations<\/p>\n

The Joint Armenian Organisations welcome the explicit recognition by the House of Representatives and the presence of a Dutch minister in Yerevan on 24 April to attend the commemoration ceremony, which implies an implicit recognition by the Dutch government.<\/p>\n
