BRUSSELS, Belgium\u2014Members of European Parliament (MEP) Marek Jurek (ECR, Poland) & Costas Mavrides (S&D, Cyrpus) have urged Azerbaijan to stop using its own civilian population as human shields and to introduce an Organization for Security and Cooperation in Europe (OSCE) sponsored independent investigative mechanism at the Artsakh-Azerbaijan Line of Contact (LoC), reported the European Armenian Federation for Justice and Democracy<\/a> (EAFJD).<\/p>\n

\u201cOn July 4, 2017 Azerbaijani armed forces violated the cease-fire regime in the contact line. Azerbaijan had installed a multiple rocket launcher system in an inhabited village, thus using its own civilian population as a human shield. The crossfire resulted in a tragic loss of two civilians on the Azerbaijani side. We deplore the loss of two innocent lives and emphasize that this tragedy, as well as other clashes between the armed forced could have certainly been avoided, if Azerbaijan agreed to install an independent investigative mechanism to determine which side exactly violates the cease-fire. The OSCE Minsk-Group has proposed this on several occasions. The Armenian side has agreed to install this mechanism. Unfortunately, official Azerbaijan continues to reject it\u201d, the MEPs said in a statement, made public by Yerevan-based Armenpress news agency.<\/p>\n

The lawmakers underscored that the investigative mechanism could have helped avoid the 2016 April War, when Azerbaijan shelled Armenian villages. Twelve-year-old Vaghinak Grigoryan, who was on his way to school, was one of last April\u2019s victims.<\/p>\n

\u201cThe bodies of an elderly 90-year-old couple in the village of Talish, were brutally mutilated by the Azerbaijani forces, their ears were cut off. Since April 2016 the Azerbaijan armed forces have committed war crimes, including an ISIS-style beheading of an Armenian soldier Karam Sloyan. Pictures of the head were then posted on the social media by the Azerbaijani forces as a trophy and the cruel murder was praised as a heroic act. These barbaric acts are unfortunately an indirect consequence of Armenophobia in Azerbaijan, nurtured from the highest levels and acts, such as elevating Ramil Safarov, who killed an Armenian colleague in his sleep with an ax in Budapest, to a national hero by the current Government of Azerbaijan\u201d, the statement says.<\/p>\n

Marek Jurek and Costas Mavrides mentioned that the losses on both sides are tragic and they must absolutely be prevented.<\/p>\n

\u201cIt is unacceptable to use a population as a human shield while shelling other inhabited areas and then abuse photos for propaganda purposes. An investigative mechanism must be immediately installed. We herewith call on Azerbaijan to stop using its own population as a human shield and install the OSCE independent investigative mechanism which would create favorable conditions for trust and negotiations\u201d, the MEPs said.<\/p>\n

Parlamento Europeo: Legisladores llaman a Bak\u00fa a parar con los escudos humanos<\/strong><\/p>\n

(DIARIO ARMENIA) Los diputados del Parlamento Europeo Marek Jurek, de Polonia, y Costas Mavrides, de Chipre (foto); instaron a Azerbaidj\u00e1n a dejar de utilizar a su propia poblaci\u00f3n civil como escudo humano y solicitaron que se pusieran en marcha mecanismos de investigaci\u00f3n independientes bajo el ala de la OSCE en la l\u00ednea de contacto del conflicto de Nagorno-Karabagh.<\/p>\n

\u201cEl 4 de julio de 2017 las fuerzas armadas azer\u00edes violaron el acuerdo de alto al fuego. Antes Azerbaidj\u00e1n hab\u00eda instalado un sistema de lanzacohetes m\u00faltiples en una aldea habitada, utilizando as\u00ed a su propia poblaci\u00f3n civil como escudo humano. El fuego cruzado result\u00f3 en una tr\u00e1gica p\u00e9rdida de dos civiles de dicho pa\u00eds. Lamentamos la p\u00e9rdida de vidas inocentes y enfatizamos que esta tragedia, as\u00ed como otros choques entre ambas fuerzas armadas, podr\u00edan haber sido evitadas si Bak\u00fa acced\u00eda a instalar un mecanismo de investigaci\u00f3n independiente para determinar qu\u00e9 lado viola exactamente el alto el fuego\u201d, declararon los europarlamentarios.<\/p>\n

En relaci\u00f3n a este \u00faltimo punto agregaron: \u201cEl Grupo de Minsk de la OSCE ha propuesto esto en varias ocasiones. La parte armenia ha acordado instalar este mecanismo. Lamentablemente del otro lado contin\u00faan rechaz\u00e1ndolo \u201c. Los legisladores se\u00f1alaron que este mecanismo de investigaci\u00f3n podr\u00eda haber ayudado a evitar la guerra en abril de 2016 cuando Azerbaidj\u00e1n bombarde\u00f3 aldeas armenias matando a Vaghinak Grigoryan, de 12 a\u00f1os, quien estaba de camino a la escuela.<\/p>\n

\u201cLos cuerpos de una pareja mayor de 90 a\u00f1os en el pueblo de Talish fueron brutalmente mutilados por las fuerzas azer\u00edes, y sus o\u00eddos fueron cortados. Desde abril de 2016, las fuerzas armadas de este pa\u00eds han cometido cr\u00edmenes de guerra, incluyendo una decapitaci\u00f3n al estilo ISIS del soldado armenio Karam Sloyan. Las fotos de la cabeza fueron colocadas en las redes sociales por los mismos perpetradores como un trofeo y el cruel asesinato fue elogiado como un acto heroico\u201d, siguieron denunciando los parlamentarios.<\/p>\n

\u201cEstos actos b\u00e1rbaros son, desafortunadamente, una consecuencia indirecta de la \u2018Armenofobia\u2019 que se da en el pa\u00eds isl\u00e1mico, como la elevaci\u00f3n de Ramil Safarov, quien mat\u00f3 a un colega armenio que dorm\u00eda con un hacha en Budapest, a un h\u00e9roe nacional por el actual Gobierno de Azerbaidj\u00e1n\u201d, dice el comunicado.<\/p>\n

Jurek y Mavrides expresaron que las p\u00e9rdidas en ambos lados son tr\u00e1gicas y deben ser absolutamente prevenidas. \u201cEs inaceptable usar a una poblaci\u00f3n como un escudo humano mientras se bombardean otras \u00e1reas habitadas y luego abusar de las fotos con prop\u00f3sitos de propaganda.
