WASHINGTON, DC \u2013 U.S. House Committee on Rules has cleared Congressional Armenian Caucus Co-Chair Dave Trott’s (R-MI) Turkey sanctions amendment for vote this week by the full House of Representatives, with three more measures, presented by Representatives Don Beyer (D-VA), David Cicilline (D-RI) and Dana Rohrabacher (R-CA) set for consideration by the panel later today, reported the Armenian National Committee of America<\/a> (ANCA).<\/p>\n

The Trott Amendment opposes the $1.2 million sale of U.S. semi-automatic handguns to Recep Tayyip Erdo\u011fan’s security detail, in response to their May 16th attack on peaceful protesters in Washington, DC.<\/p>\n

\u201cOver the past few months, we\u2019ve seen our NATO allies take extraordinary steps against Turkey, and it\u2019s time for the State Department to do the same,\u201d said Rep. Trott. \u201cWe need to block this arms sale and once and for all point a finger in Erdogan\u2019s chest and tell him that a strategic location does not place Turkey above the law.\u201d<\/p>\n

Rep. Trott went on to note that, \u201cjust two months ago, Erdogan\u2019s henchmen, with him complacently observing just feet away, launched a brutal attack on peaceful protesters exercising their first amendment rights. A notorious oppressor of basic human rights and freedom, Erdogan imported his nefarious attitudes to our nation\u2019s capital. While Erdogan\u2019s thugs may run unchecked in Ankara, this is the United States of America and this is totally unacceptable.\u201d<\/p>\n

The ANCA welcomed the House Rules Committee decision. “We are pleased to see the Trott Amendment approved for U.S. House consideration this week and look forward to the Rules Committee providing all of their House colleagues with the opportunity for an up or down vote on additional Turkey sanctions proposed by Reps. Cicilline, Rohrabacher, and Beyer,” said ANCA Executive Director Aram Hamparian.”<\/p>\n

“Up on Capitol Hill, across the Washington, DC foreign policy community, and even among career Department of State and Pentagon officials, it’s increasingly clear that May 16th marked a watershed moment in U.S.-Turkey relations – a defining, clarifying, deeply troubling anti-American episode that will, in the months and years to come, continue to inform key areas of engagement by U.S. policymakers with their Turkish counterparts.”<\/p>\n

The House Rules Committee is set to convene at 3:00pm today (July 12th) to consider the other Turkey sanctions measures as part of the over 300 amendments submitted to the National Defense Authorization Act (NDAA – H.R.2810). The full House will be considering and voting on the measure on July 13th and 14th.<\/p>\n

Rep. Beyer\u2019s amendment would ban Erdogan’s security forces who took part in the May 16th attack from securing U.S. visas for future travel to the United States. Rep. Beyer has been outspoken in condemning the brutal beatings, calling for the expulsion of the Turkish Ambassador to the U.S. and signing multiple Congressional letters condemning the attacks.<\/p>\n

Rep. Cicilline’s proposal would block a pending sale of F-35 jets to Turkey “until the President of the United States certifies that the Government of Turkey is cooperating with the criminal investigation and prosecution of Turkish Government employees involved in the assault on civilians in Washington, DC.” Rep. Cicilline has been outspoken in condemning the attacks, noting that \u201cthis was a particularly brazen act, on the heels of a highly publicized meeting with our President, and one has to wonder why President Erdogan felt so emboldened, that in the bright D.C. sunshine, in front of cameras and hundreds of people, he sent his attack dogs out. As Secretary Tillerson said, this is simply unacceptable.\u201d<\/p>\n

Rep. Rohrabacher\u2019s amendment would prohibit the transfer of U.S. defense articles to Turkey and, instead, make them available to Kurdish Peshmerga forces, who have played an instrumental role in the battle against the Islamic State (ISIS\/ISIL). Rep. Rohrabacher, who serves as Chair of the House Foreign Affairs Subcommittee on Europe, presided over the hearings spotlighting the Erdogan-ordered attacks in May.<\/p>\n

The ANCA has launched an online campaign calling on Rules Committee members and the broader House membership to support passage of the measures. The ANCA\u2019s Hamparian captured live videotape at the scene of the May 16th attack, which took place in front of the Turkish Ambassador\u2019s residence, where President Erdogan was scheduled to have a closed-door meeting with representatives of The Atlantic Council, a think tank in Washington, DC which receives Turkish funding. Hamparian\u2019s video served as source footage for CNN, AP and other news outlets, transforming a violent incident into a global spotlight on Turkey’s violence, intolerance, and aggression.<\/p>\n

Hamparian testified before a May 25th Foreign Affairs Subcommittee hearing on this matter. Joining him at the hearing were Ms. Lusik Usoyan, Founder and President of the Ezidi Relief Fund; Mr. Murat Yusa, a local businessman and protest organizer; and Ms. Ruth Wedgwood, Edward B. Burling Professor of International Law and Diplomacy, at Johns Hopkins University School of Advanced International Studies. Usoyan and Yusa were victims of the brutal assault on May 16th by President Erdogan\u2019s bodyguards.<\/p>\n

On June 6th, with a vote of 397 to 0, the U.S. House of Representatives unanimously condemned Turkey’s attack, taking a powerful stand against Ankara\u2019s attempts to export its violence and intolerance to America\u2019s shores. H.Res.354, spearheaded by House Foreign Affairs Committee Chairman Ed Royce (R-CA), Ranking Democrat Eliot Engel (D-NY), House Majority Leader Kevin McCarthy (R-CA) and Democratic Whip Steny Hoyer (D-MD), has received the public backing of House Speaker Paul Ryan (R-WI). A companion measure has been introduced in the Senate by Senator Ed Markey (D-MA).<\/p>\n

The House vote followed broad-based Congressional outrage expressed by over 100 Senate and House members through public statements, social media, and a series of Congressional letters.<\/p>\n

On June 16th, US law enforcement issued 18 arrest warrants – including a dozen against Turkish President Recep Erdogan\u2019s bodyguards – in connection to the May 16th attacks. Two Turkish-Americans have already been arrested for assault, and two Turkish Canadians have also been charged. During a June 15th press conference, Washington DC Mayor Muriel Bowser and Police Chief Peter Newsham detailed the exhaustive investigation carried out by the Metropolitan Police Department and other law enforcement agencies leading to the arrest warrants.<\/p>\n

Mayor Bowser condemned the attacks, calling them an “affront to our values as Washingtonians and as Americans and it was a clear assault on the first amendment.”<\/p>\n

Chief Newsham explained, “We have dignitaries that are in and out of this city on a daily basis. Rarely have I seen, in my almost 28 years of policing, the type of thing that I saw on Sheridan Circle on that particular day. You had peaceful demonstrators that were physically assaulted and the message to folks who are going to come to our city either from another state or from another country is that\u2019s not going to be tolerated in Washington, DC.”<\/p>\n

In response to a question from The Armenian Weekly, Chief Newsham acknowledged that investigators are looking into the role of Turkish President Recep Tayyip Erdogan in the May 16th attack, but indicated that, despite the available video and other evidence, there is not yet sufficient probable cause to seek his arrest.<\/p>\n

L\u2019amendement Trott s\u2019oppose \u00e0 la vente pour 1,2 millions de dollars de fusils semi-automatiques pour les \u00e9quipes de s\u00e9curit\u00e9 de Recep Erdogan, en r\u00e9ponse \u00e0 leur agression du 16 mai contre des manifestants pacifiques \u00e0 Washington D.C.<\/p>\n

\u201cDans les quelques mois qui ont pr\u00e9c\u00e9d\u00e9, nous avons vu nos alli\u00e9s de l\u2019Otan prendre des mesures extraordinaires contre la Turquie, et il est temps pour l\u2019 D\u00e9partement d\u2019\u00e9tat de faire de m\u00eame\u201c, dit le Repr\u00e9sentant Trott. \u201cNous devons bloquer cette vente d\u2019armes et une fois pour toutes montrer du doigt la personne d\u2019Erdogan et lui dire qu\u2019un emplacement strat\u00e9gique ne met pas la Turquie au-dessus des lois\u201c.<\/p>\n

Le Repr\u00e9sentant Trott a poursuivi en relevant qu\u2019 \u201cil y a juste deux mois, les hommes de main d\u2019Erdogan, qui observait complaisamment en personne la sc\u00e8ne \u00e0 quelques m\u00e8tres de l\u00e0, lan\u00e7aient une attaque violente contre des manifestants pacifiques exer\u00e7ant les droits que leur donne le premier amendement. Une atteinte primaire aux libert\u00e9s et droits de l\u2019homme fondamentaux. Erdogan importait de ce fait ses comportements n\u00e9fastes dans la capitale de notre nation. Tandis que les agissements d\u2019Erdogan se multiplient sans entrave \u00e0 Ankara, ici, ce sont les \u00e9tats-Unis d\u2019Am\u00e9rique et cela est tout \u00e0 fait inacceptable\u201c.<\/p>\n

\u201cJusqu\u2019\u00e0 la Colline du Capitole, et au sein de toute la communaut\u00e9 politique de Washington D.C., et jusqu\u2019\u00e0 m\u00eame les effectifs des officiels permanents du Pentagone, il est de plus en plus clair que le 16 mai marque une \u00e9tape critique dans les relations USA-Turquie – un \u00e9pisode anti-am\u00e9ricain profond\u00e9ment troublant qui dans les mois et ann\u00e9es \u00e0 venir, continuera \u00e0 infl\u00e9chir, dans le domaine de leurs engagements respectifs, les relations entre d\u00e9cideurs politiques des USA et leurs homologues turcs.<\/p>\n

La Commission des Lois avait pr\u00e9vu de se r\u00e9unir le 12 juillet \u00e0 quinze heures pour envisager les autres sanctions contre la Turquie, parmi les 300 amendements propos\u00e9s sur le fondement du National Defense Authorization Act (NDAA – HR2810). L\u2019assembl\u00e9e pl\u00e9ni\u00e8re aura examin\u00e9 les mesures les 15 et 14 juillet 2017.<\/p>\n

L\u2019amendement du R\u00e9publicain Beyer tend \u00e0 l\u2019interdiction de l\u2019attribution de visas d\u2019entr\u00e9e aux USA aux membres des forces de s\u00e9curit\u00e9 d\u2019Erdogan qui ont particip\u00e9 \u00e0 l\u2019agression du 16 mai. Le R\u00e9publicain Beyer a \u00e9t\u00e9 tout \u00e0 fait clair pour condamner ces violences brutales, demandant l\u2019expulsion de l\u2019ambassadeur turc et signant de nombreuses lettres issues du Congr\u00e8s condamnant les agressions.<\/p>\n

La proposition du Repr\u00e9sentant Cicilline tend \u00e0 interdire la vente en attente d\u2019avions \u00e0 r\u00e9action F-35 \u00e0 la Turquie \u201cjusqu\u2019\u00e0 ce que le pr\u00e9sident des \u00c9tats-Unis certifie que le gouvernement de Turquie coop\u00e8re \u00e0 l\u2019enqu\u00eate criminelle et \u00e0 la mise en accusation des employ\u00e9s du gouvernement turc impliqu\u00e9s dans l\u2019agression de civils \u00e0 Washington, D.C ? Le Repr\u00e9sentant Cicilline n\u2019a pas m\u00e2ch\u00e9 ses mots pour condamner ces agressions, relevant qu\u2019 \u201cil s\u2019agit d\u2019un acte particuli\u00e8rement effront\u00e9, \u00e0 la suite d\u2019une r\u00e9union largement rendue publique avec notre Pr\u00e9sident, et on se demande pourquoi le pr\u00e9sident Erdogan s\u2019est comport\u00e9 de fa\u00e7on aussi hardie, dans cette matin\u00e9e ensoleill\u00e9e du D.C., devant les cam\u00e9ras et des centaines de personnes, pour l\u00e2cher ainsi les chiens… Comme l\u2019a dit le Secr\u00e9taire Tillerson l\u2019a dit, cela est tout simplement inacceptable\u201c.<\/p>\n

L\u2019amendement du Repr\u00e9sentant Rohrabacher tend \u00e0 interdire le transfert d\u2019articles de d\u00e9fense \u00e0 la Turquie, et au contraire, les tenir \u00e0 la disposition des forces Peshmergas kurdes, qui ont jou\u00e9 un r\u00f4le essentiel dans le combat contre l\u2019\u00e9tat islamique (Daesh). Le Repr\u00e9sentant Rohrabacher qui tient la pr\u00e9sidence du la Sous-commission des Affaires \u00e9trang\u00e8res pour l\u2019Europe, a pr\u00e9sid\u00e9 les auditions relatives aux agressions de mai ordonn\u00e9es par Erdogan.<\/p>\n

L\u2019ANCA avait lanc\u00e9 une campagne en ligne appelant les membres de la Commission des lois et plus largement les membres de la Chambre pour soutenir le vote de ces mesures. En plus de cette campagne, Leo Sarkissian de l\u2019ANCA recommandait avait pris contact avec les membres de la Commission des lois de la Chambre pour les encourager \u00e0 faire part de leur pr\u00e9occupation aux l\u00e9gislateurs.<\/p>\n

Hamparian, de l\u2019ANCA, a fait des enregistrements vid\u00e9o de la sc\u00e8ne de l\u2019agression du 16 mai qui se s\u2019est d\u00e9roul\u00e9e devant la r\u00e9sidence de l\u2019ambassadeur turc ; une r\u00e9union \u00e0 huis-clos y \u00e9tait pr\u00e9vue avec les repr\u00e9sentants d\u2019un groupe de r\u00e9flexion du Conseil Atlantique \u00e0 Washington D.C qui re\u00e7oit des subsides de la Turquie. La vid\u00e9o Hamparian a \u00e9t\u00e9 utilis\u00e9e comme document sur le vif dans les reportages de CNN, AP et d\u2019autres media, donnant \u00e0 ce violent incident les dimensions d\u2019un \u00e9v\u00e9nement mondial, mettant l\u2019accent sur la violence, l\u2019intol\u00e9rance et l\u2019agressivit\u00e9 de la Turquie.<\/p>\n

Hamparian a t\u00e9moign\u00e9 devant une audition de la sous-commission des Affaires \u00e9trang\u00e8res le 26 mai relativement \u00e0 cette affaire. Avec lui t\u00e9moignaient Mme Lusik Usoyan, fondatrice et pr\u00e9sidente du fonds d\u2019aide Y\u00e9zidi, M. Mourat Yusa, homme d\u2019affaire local et organisateur de la manifestation, et Mme Ruth Wedgwood, Edward B. Burling, professeur de droit international et de diplomatie \u00e0 l\u2019\u00c9cole Johns Hopkins d\u2019\u00e9tudes internationales approfondies. Usoyan et Yusa ont \u00e9t\u00e9 des victimes de l\u2019agression violente du 16 mai par les gardes du corps d\u2019Erdogan.<\/p>\n

Le 6 juin, par le vote de 397 contre z\u00e9ro, les Repr\u00e9sentants unanimes de la Chambre ont condamn\u00e9 les attaques de la Turquie, prenant une position ferme contre les tentatives d\u2019Ankara d\u2019exporter sa violence et son intol\u00e9rance sur les rives de l\u2019Am\u00e9rique. La r\u00e9solution H.Res 354, pr\u00e9sent\u00e9e par le pr\u00e9sident de la Commission des affaires \u00e9trang\u00e8res de la Chambre Ed Royce (R. Calif), le distingu\u00e9 d\u00e9mocrate Eliot Engel (D-N.Y.), le chef du groupe de la majorit\u00e9 Kevin McCarthy (R-Calif), et le d\u00e9mocrate Whip Steny Hoyer (D- Md) a re\u00e7u le soutien public du pr\u00e9sident dela Chambre Paul Ryan (R-Wis). Une mesure parall\u00e8le a \u00e9t\u00e9 introduite au S\u00e9nat par le s\u00e9nateur Ed Markey (D-Mass.).<\/p>\n

Le vote \u00e0 la Chambre a suivi une large expression d\u2019indignation au Congr\u00e8s par les d\u00e9clarations publiques de plus de 100 membres du S\u00e9nat et de la Chambre, verbales, sur les media sociaux, ou par des s\u00e9ries de lettres de membres du Congr\u00e8s.<\/p>\n

Le 1- juin, les services de police ont \u00e9mis 18 ordres d\u2019arrestation – dont une douzaine s\u2019applique aux gardes du corps d\u2019Erdogan – li\u00e9es \u00e0 l\u2019agression du 16 mai. Les Turcs d\u2019Am\u00e9rique ont d\u00e9j\u00e0 \u00e9t\u00e9 arr\u00eat\u00e9s pour agression, et deux canadiens turcs ont \u00e9galement fait l\u2019objet d\u2019une mise en accusation. Au cours \u2019une conf\u00e9rence de presse du 15 juin \u00e0 Washington D.C., le Maire Muriel Bowser et le chef de la police Peter Newsham ont donn\u00e9 les d\u00e9tails d\u2019une enqu\u00eate approfondie, conduite par le Metropolitan Police Department et d\u2019autres structures de police qui a abouti aux autres mandats d\u2019arrestation.<\/p>\n

En r\u00e9ponse \u00e0 une question d\u2019Armenian Weekly, le Chef Newsham a reconnu que les enqu\u00eateurs consid\u00e8rent le r\u00f4le jou\u00e9 par le pr\u00e9sident Erdogan dans les attaques du 16 mai, tout en indiquant que malgr\u00e9 les vid\u00e9os et les autres preuves, il n\u2019y a pas de raison suffisamment probante pour envisager son arrestation.<\/p>\n
