Subsequently, he was accused of violating two clauses of Azerbaijan&#8217;s criminal law 281.2, which punishes those who damage the territorial integrity of that country, and 318.2 that prohibits crossing Azeri borders without the required documents. Both laws have prison terms of up to eight years.&#8221;<\/p>\n<p style=\"text-align: justify;\">&#8220;As Argentine citizens descendants of Armenians we need to transmit you that we consider extremely dangerous for Lapshin to be handed over to the Azerbaijan authorities, and we hope to be able to arrange a meeting as soon as possible so that we can discuss the matter,&#8221; finished the text.<\/p>\n<p style=\"text-align: justify;\"><strong><br \/>\nEl Consejo Nacional Armenio entreg\u00f3 una nota de protesta a la Embajada de Belarus<\/strong><br \/>\nExtradici\u00f3n del blogger Lapshin a Azerbaidj\u00e1n<\/p>\n<p style=\"text-align: justify;\">(DIARIO ARMENIA) Buenos Aires &#8211; Ante la inminente extradici\u00f3n del blogger israel\u00ed Alexander Lapshin a Azerbaidj\u00e1n, el Consejo Nacional Armenio de Sudam\u00e9rica, junto a la Asociaci\u00f3n Cultural Armenia y Uni\u00f3n Juventud Armenia, se dirigieron el lunes 6 de febrero a la Embajada de Belarus en nuestra ciudad para entregar una nota de protesta por la decisi\u00f3n del gobierno de ese pa\u00eds de acceder a extraditar a Lapshin a Azerbaidj\u00e1n, por el s\u00f3lo delito de referirse en su sitio web a la situaci\u00f3n sociopol\u00edtica de ese pa\u00eds.<\/p>\n<p style=\"text-align: justify;\">Las autoridades de la Embajada no atendieron a la delegaci\u00f3n de las organizaciones signatarias de la nota (foto), sin embargo la misiva dirigida al embajador V\u00edctor Kosintsez lleg\u00f3 a destino.<\/p>\n<p style=\"text-align: justify;\">Dice la nota: \u201cA trav\u00e9s de la presente, deseamos hacerle llegar nuestra m\u00e1s profunda preocupaci\u00f3n por la decisi\u00f3n de la Rep\u00fablica de Belar\u00fas de conceder la extradici\u00f3n del periodista digital Alexander Lapshin hacia la Rep\u00fablica de Azerbaidj\u00e1n. Lapshin fue detenido el 15 de diciembre de 2016 en Minsk a pedido de las autoridades azer\u00edes.<\/p>\n<p style=\"text-align: justify;\">El reportero originario de Mosc\u00fa y emigrado al Estado de Israel, ha recorrido el mundo realizando cr\u00f3nicas de sus viajes en su sitio web, y en su periplo ha ingresado a la Rep\u00fablica de Nagorno Karabagh, que se encuentra en conflicto con la Rep\u00fablica de Azerbaidj\u00e1n, y para cuya resoluci\u00f3n fue creado el Grupo de Minsk de la Organizaci\u00f3n para la Seguridad y Cooperaci\u00f3n en Europa (OSCE). Adem\u00e1s, ha exteriorizado a trav\u00e9s de las redes sociales su caracterizaci\u00f3n sobre las autoridades de Azerbaidj\u00e1n. Entendemos que ambas situaciones, en un pa\u00eds severamente cuestionado por organismos de DD.HH. por sus violaciones a la libertad de expresi\u00f3n, implican necesariamente la imposibilidad de garantizar su integridad en suelo azerbaijano, tal como han expresado p\u00fablicamente sus allegados.<\/p>\n<p style=\"text-align: justify;\">Debido a su viaje a Nagorno Karabagh, en 2012 fue incluido en la \u201clista negra\u201d confeccionada por la canciller\u00eda de Azerbaidj\u00e1n. Posteriormente, fue acusado de violar dos cl\u00e1usulas de la legislaci\u00f3n penal de ese pa\u00eds, la 281.2, que sanciona a quienes da\u00f1en la integridad territorial de dicho pa\u00eds, y la 318.2 que \u201cproh\u00edbe cruzar las fronteras azer\u00edes sin los documentos requeridos\u201d. Ambas leyes tienen penas de prisi\u00f3n de hasta ocho a\u00f1os.<\/p>\n<p style=\"text-align: justify;\">Como ciudadanos argentinos descendientes de armenios, nos vemos en la necesidad de acudir a S.E. para transmitirle que consideramos sumamente peligroso que Lapshin sea entregado a las autoridades azerbaijanas, y esperamos poder coordinar un encuentro a la brevedad para poder explayarnos sobre la cuesti\u00f3n\u201d, cierra la nota.<\/p>\n<p style=\"text-align: justify;\">\u201cCuando en 2012 Azerbaidj\u00e1n me incluy\u00f3 en su lista negra por haber estado en Karabagh y como castigo me prohibi\u00f3 el ingreso al pa\u00eds, me dije: \u2018Los idiotas est\u00e1n da\u00f1ando al pueblo azer\u00ed, pero no voy a entrar en su juego y voy a encontrar la manera de visitar la maravillosa Bak\u00fa y encontrarme con mis amigos de all\u00ed\u2019\u201d, coment\u00f3 Lapshin en su blog tiempo antes de ser arrestado.<\/p>\n<p style=\"text-align: justify;\">La acusaci\u00f3n a Lapshin est\u00e1 basada sobre los escritos publicados en su blog sobre los cuales la Oficina del Fiscal General de Bak\u00fa inici\u00f3 una investigaci\u00f3n criminal y emiti\u00f3 la orden internacional de detenci\u00f3n por la cual fue arrestado.
