(ԱՊԱՌԱԺ) Եվրոպայի Խորհրդի խորհրդարանական վեհաժողովի ձմեռային նստաշրջանում այսօր տեղի է ունեցել երկու հակահայկական բանաձեւերի նախագծերի քննարկումը, որի ընթացքում բանաձեւերից մեկն ընդունվել է, մյուսը՝ոչ:
Այս թեմայի շուրջ «Ապառաժ»-ը զրուցել է Եվրոպայի Հայ Դատի հանձնախմբի ատենապետ Գասպար Կարապետյանի հետ:
<<ՀՅԴ Հայ Դատի Եվրոպայի հանձնախումբը մինչեւ վերջին րոպեները պայքարում էր, որպեսզի այդ երկու հակահայկական բանաձեւերը մերժվեն: Համենայնդեպս, բրիտանացի պատգամավոր Ռոբերտ Ուոլթերի ներկայացրած «Բռնությունների աճը Լեռնային Ղարաբաղում և Ադրբեջանի այլ գրավյալ տարածքներում» զեկույցը մերժվել է: Այս բանաձեւն ավելի վտանգավոր էր մեզ համար, քանի որ բանաձևի նախագծում ներկայացված էին հայկական կողմի համար անընդունելի մի շարք կետեր, որտեղ կոչ է արվում <<դուրս բերել հայկական զինուժը Լեռնային Ղարաբաղից և Ադրբեջանի մյուս գրավյալ տարածքներից, հաստատել այդ տարածքներում Ադրբեջանի լիակատար ինքնիշխանությունը>>: Այդ զեկույցը, փաստորեն, Ադրբեջանում է կազմվել, եւ ունի զուտ քաղաքական բովանդակություն,- նշել է Գ.Կարապետյանը եւ հավելել,- Մ.Մարկովիչի ներկայացրած «Ադրբեջանի սահմանամերձ շրջանների բնակչությունը միտումնավոր զրկված է ջրից» զեկույցն ավելի հումանիտար հարց է, սակայն, չնայած դրան, Մ.Մարկովիչը մեկ պարբերությամբ փորձել է քաղաքականի վերածել այն: Այդ զեկույցն ընդունվել է, որովհետեւ այն ավելի եւրոպական հարց է եւ հիմնված է զորքերը դուրս բերելու նախկին բանաձեւի վրա, որը գոյություն ուներ արդեն Եվրոպական վեհաժողովում>>:
<<Հետեւելով ԵԽԽՎ-ում հակահայկական զեկույցների քննարկմանը՝ համոզվել եմ, որ պատգամավորների մեծ մասը քվեարկել են առանց ճշմարտությունն իմանալու եւ հարցի իրողությունը ճշտելու: Ընդհանուր այդ պատկերն էր տիրում այսօր ԵԽԽՎ-ում>>,- շեշտել է Գ.Կարապետյանը:
Դեկտեմբերի սկզբին, երբ հայտնի դարձավ, որ ԵԽԽՎ-ում քննարկվելու են այդ զեկույցները, Եվրոպայի Հայ Դատի հանձնախումբը այդ ուղղությամբ լուրջ աշխատանք է ծավալել, մի շարք երկրներ է այցելել՝ տեղում հանդիպումներ ունենալով Հայ Դատի հանձնախմբերի անդամների եւ տվյալ երկրների քաղաքական ներկայացուցիչների հետ:
Գ.Կարապետյանը նաեւ նշել է, որ ԵԱՀԿ Մինսկի խումբը, որպես մանդատ ունեցող միակ կազմակերպություն, շարունակելու է զբաղվել բանակցային գործով, եւ ուրիշ ոչ մի կազմակերպության կամ կառույց չպետք է խանգարեն եւ խոչընդոտեն նրա աշխատանքներին:
<<Մինսկի խումբը պետք է շարունակի իր աշխատանքները՝ խնդիրը խաղաղ ճանապարհով լուծելու համար: Մենք պետք է ապացուցենք, որ Ադրբեջանը, զենքեր կիրառելով եւ խնդիրը պատերազմի վերածելով, իր նպատակին չի կարող հասնել: Ահա սրանում պետք է վստահ լինել>>,-շեշտել է Գ.Կարապետյանը:
Kaspar Garabedian: “Most of the delegates of the PACE voted without knowing the truth”
(hayernaysor.am) The Winter Sitting of the Parliamentary Assembly of the Council of Europe included a discussion on the drafts of two anti-Armenian resolutions, one of which was adopted, and the other-rejected.
Aparaj’s correspondent discussed this during an interview with the President of the European Armenian Federation for Justice and Democracy (EAFJD) Kaspar Garabedian.
“EAFJD was fighting for rejection of those two anti-Armenian resolutions until the last minute. In any case, the PACE rejected the resolution on the report entitled “Escalation of Violence in Nagorno-Karabakh and Other Occupied Territories of Azerbaijan” and submitted by British delegate Robert Walter. This resolution was more dangerous for us Armenians since the draft of the resolution included several points that were unacceptable for the Armenian party, calling on “dislocating the Armenian armed forces from Nagorno-Karabakh and other occupied territories of Azerbaijan, establish complete sovereignty of Azerbaijan in those territories.” That report was drawn up in Azerbaijan, and the content was merely political,” Garabedian mentioned, adding: “The report entitled “Inhabitants of Frontier Regions of Azerbaijan are Deliberately Deprived of Water” and submitted by Milica Markovic was more of a humanitarian issue, but despite that, Markovic had tried to turn it into a political report with one paragraph. The resolution was adopted because it was more of an issue concerning Europe and was based on the previous resolution on dislocating troops, which existed within the Assembly.”
“As I followed the discussion on the anti-Armenian reports in the PACE, I became convinced that most of the delegates voted without knowing the truth and without finding answers to questions. This was the overall picture in the PACE today,” Garabedian emphasized.
In early December, EAFJD learned that those reports were going to be discussed in the PACE. The members of EAFJD made serious efforts and visited several countries where they had meetings with members of Armenian National Committees and the politicians of those countries.
Garabedian also mentioned that the OSCE Minsk Group will continue to be involved in the negotiations as the only organization with a mandate and that no other structure or organization should disturb or interfere.
“The Minsk Group needs to continue its efforts for a peaceful settlement of the conflict. We need to prove that Azerbaijan can’t achieve its goal by using arms and turning the problem into a war. This is what is certain,” Garabedian emphasized.
