Brussels: Today, 24. November 2017, at the fifth Eastern Partnership Summit held in Brussels, Armenia and the European Union signed the new framework agreement – the Comprehensive and Enhanced Partnership Agreement (CEPA).
“We are very content that CEPA was signed today, thus giving a fresh impetus and solid basis for deepening the relations between the EU and Armenia. CEPA is a result of political wisdom and will to build a strong and enhanced partnership, taking into account the political realities. Our heartfelt congratulations go also to the chief negotiators of both Armenia and the EU as well as their teams, for their determination and hard work,” stated EAFJD President Kaspar Karampetian.
“CEPA offers new perspectives and possibilities to enhance Armenia’s strong cultural, historic, political ties with Europe and contribute to the economic development of the country. Now it is also up to the Armenian authorities to make best use of these opportunities, combating challenges, including rule of law and social justice. We, as the European Armenian Federation will be closely following the implementation and will bring our full support to its success,” said Karampetian.
EAFJD President further elaborated: “CEPA shows a new level of maturity, pragmatism and flexibility of the European Union as an external policy actor in its eastern neighborhood. In other words, the conclusion of the CEPA with Armenia was also a test for the EU as an external policy actor in its eastern neighbourhood which the EU passed successfully.”
“CEPA emphasizes that Nagorno Karabakh conflict should be settled in the framework of the negotiations led by the OSCE Minsk Group co-chairs, following the three principles, including the equal rights and self-determination of peoples. We are convinced that Nagorno Karabakh/Artsakh cannot continue staying the only part in its neighbourhood where the EU does not implement any projects, thus indirectly endorsing the total isolation of Artsakh, imposed by Azerbaijan, violating all basic human rights of the people of Artsakh enshrined inter alia in the Universal Declaration of Human Rights,” concluded the EAFJD President.

Նոյեմբերի 24-ին Բրյուսելում Արևելյան գործընկերության գագաթաժողովի շրջանակներում Հայաստանի և Եվրամիությաւն միջև ստորագրվեց Համապարփակ և Ընդլայնված գործընկերության համաձայնագիրը՝ CEPA (Comprehensive and Enhanced Partnership Agreement):
Համաձայնագիրը հայկական կողմից ստորագրեց ՀՀ արտգործնախարար Էդվարդ Նալբանդյանը, Եվրամիության կողմից` ԵՄ արտաքին քաղաքականության և անվտանգության հարցերով գերագույն հանձնակատար Ֆեդերիկա Մոգերինին` Հայաստանի նախագահ Սերժ Սարգսյանի և Եվրամիության խորհրդի նախագահ Դոնալդ Տուսկի ներկայությամբ։
Եվրոպայի Հայ Դատի գրասենյակը համաձայնագրի վերաբերյալ հայտարարություն տարածեց, որում ողջունեց CEPA-ի ստորագրումը: Սակայն նա շեշտեց, որ վերջինիս արդյունավետությունը կախված է ՀՀ կառավարության իրագործումից: Գրասենյակի նախագահ Գասպար Կարապետեանը նաև կարևորեց, որ համաձայնագրում ամրագրված է այն կետը, որի համաձայն Լեռնային Ղարաբաղի հակամարտության միակ լուծումը խաղաղ բանակցություններն են՝ կարգավորված ԵԱՀԿ Մինսկի խմբի համանախագահների կողմից: Միանշանակ կարևոր է նաև այն փաստը, որ բանակցությունների հիմքում CEPA-ն նշում է նաև ժողովուրդների ազատ ինքորոշման իրավունքը՝ այլ հիմարար սկզբունքների հետ մեկտեղ:

El FEAJD* aplaude la firma del esperado convenio con la Unión Europea
(DIARIO ARMENIA) “Estamos muy contentos por la firma del CEPA entre Armenia y la Unión Europea. Este instrumento dará nuevo impulso y una sólida base para ahondar las relaciones entre nuestro estado y la UE. CEPA es el resultado de la sabiduría y voluntad política para construir una asociación fuerte y mejorada teniendo en cuenta la realidad. Vayan nuestras más sinceras felicitaciones también para los principales negociadores de Armenia y la UE, así como a sus equipos, por su determinación y el arduo trabajo llevado a cabo”, declaró Kaspar Karampetian, presidente de la Federación Euro-Armenia para la Justicia y la Democracia (FEAJD)*.
“CEPA ofrece nuevas perspectivas y posibilidades para mejorar los ya existentes lazos culturales, históricos y políticos de Armenia con Europa y contribuir al desarrollo económico del país. Ahora es competencia de las autoridades armenias hacer el mejor uso de estas oportunidades, enfrentando los desafíos, incluido el de mejorar el estado de derecho y la justicia social. Nosotros, como Federación Europea de Armenia, seguiremos de cerca la implementación del convenio y brindaremos todo nuestro apoyo para su completo éxito”, agregó Karampetian (foto derecha).
El presidente de EAFJD explicó que “CEPA muestra el nuevo nivel de madurez, pragmatismo y flexibilidad de la Unión Europea como actor de política exterior en su vecindario oriental. En otras palabras, la firma del CEPA con Armenia también fue una prueba para la UE como protagonista de la política exterior del continente, que aprobó con éxito.
“El CEPA enfatiza que el conflicto de Nagorno Karabagh debe resolverse en el marco de las negociaciones encabezadas por los copresidentes del Grupo de Minsk de la OSCE, siguiendo los tres principios, incluida la igualdad de derechos y la autodeterminación de los pueblos. Estamos convencidos que Nagorno Karabagh (Artsaj) no puede continuar siendo la única parte de su vecindad donde la UE no implementa ningún proyecto, lo que indirectamente respalda el aislamiento total de Artsaj, impuesto por Azerbaidján, violando todos los derechos humanos básicos del pueblo artsají consagrado entre otros, en la Declaración Universal de Derechos Humanos “, concluyó el presidente de la FEAJD.
