(ASBAREZ) SAN FRANCISCO, Calif. – Hawaii Congresswoman Tulsi Gabbard (D) offered an overview of her recent trip to the Republics of Armenia and Artsakh (Nagorno Karabakh) and discussed the imperative of U.S. reaffirmation of the Armenian Genocide in a public forum hosted by the Armenian National Committee of America – San Francisco (ANCA-SF) on October 9th.
“Through all the visits and meetings, really the strength and resilience of the Armenian people came through loud and clear,” stated Rep. Gabbard, who had joined Bay Area U.S. House Members of Armenian descent Jackie Speier (D) and Anna Eshoo (D), as well as Representatives Frank Pallone (D-NJ), David Valadeo (R-CA) and James Sensenbrenner (R-WI) on the trip, which coincided with September 21st Armenia Independence Day celebrations. The Congressional Delegation visited with elected officials, leaders of civil society and industry throughout their stay, exploring opportunities to expand the U.S.-Armenia political and economic relationship.
Commenting on her visit to an Artsakh vocational school in Shushi and subsequent meetings with elected officials and parliamentarians in Stepanakert, Rep. Gabbard noted: “It was great to see everywhere that we went, how focused people are — and they literally are … it’s not a figure of speech to say that — on building a bright future. Literally, that is what is happening, with their hands, and with their feet, and with their hearts.” Rep. Gabbard decried Azerbaijan’s destabilizing role in the region, noting that Aliyev’s “continuous acts of aggression along the border have undermined the whole [peace] process and all the work that has gone in for decades to be able to try to reach this agreement.” She noted that in 2016, Hawaii became one of several U.S. states to have recognized Artsakh independence.
During her remarks, Rep. Gabbard shared her discussions with Armenia’s leaders regarding the modern-day imperative of U.S. reaffirmation of the Armenian Genocide, explaining, “it is not about recognizing something in the past just for show. This has a very real impact on what is happening in the region and the world today and unless this is recognized and condemned, we will continue to see history repeat itself.”
Rep. Gabbard discussed the need for a reassessment of the U.S.-Turkey relationship “given all that is happening under Erdogan’s leadership – that is, both directly and indirectly supporting terrorist groups in Syria and other places, and how Turkey’s objectives in the region are very often counterproductive for our objectives – for the United States – for the safety and security of our people, in our efforts to defeat these terrorist groups that continue to threaten us.”
Asked about the May 2017, beating of Washington, DC protesters by Turkey’s President Reycip Tayyip Erdogan’s security detail, Rep. Gabbard stated, “the response from the Administration and State Department was too late and too weak and the tough recourse and action that should have been taken, frankly hasn’t”.
Rep. Gabbard was introduced by ANCA Western Region Legislative Consultant and ANCA San Francisco Board Member Haig Baghdassarian. Baghdassarian thanked the Congresswoman for her participation in the Congressional Delegation, as well as her support for H.Res 220 (Genocide Prevention Resolution) and the Congressional Caucus on Armenian Issues. The ANCA SF Chapter presented Rep. Gabbard with a gift of a photo of the Armenian-American float at the San Francisco 4th of July parade in 1918.
Rep. Tulsi Gabbard was elected to serve Hawaii’s 2nd Congressional district in 2012. She is one of the first two female combat veterans to ever serve in the U.S. Congress, and its first Hindu member. Now in her third term in Congress, Gabbard serves on both the House Armed Services Committee and the House Foreign Affairs Committee.

Քոնկրեսական Կապարտ Հայաստան Եւ Արցախ Կատարած Այցելութեան Տպաւորութիւնները Փոխանցեց Սան Ֆրանսիսքոյի Հայութեան
(ԱՍՊԱՐԷԶ) ՍԱՆ ՖՐԱՆՍԻՍՔՕ.- Սան Ֆրանսիսքոյի Հայ Դատի յանձնախումբին կազմակերպութեամբ, Հոկտեմբեր 9ին կայացած հանրային հաւաքի մը ընթացքին, Հաուայիէն քոնկրեսական Թուլսի Կապարտ առիթը ունեցաւ վերջերս Հայաստան եւ Արցախ կատարած իր այցելութեան տպաւորութիւնները փոխանցելու շրջանի հայութեան, միաժամանակ խօսելով Հայոց Ցեղասպանութեան ճանաչումը ապահովելու ջանքերուն կարեւորութեան մասին։
Կապարտ մաս կազմած էր Հայաստանի անկախութեան (Սեպտեմբեր 21) տօնակատարութեանց զուգադիպած այցով Երեւան գտնուած քոնկրեսական պատուիրակութեան, որ հանդիպումներ ունեցած էր պաշտօնատարներու, գործարարներու եւ հասարակական կազմակերպութեանց ներկայացուցիչներու հետ, Հայաստան-Միացեալ Նահանգներ տնտեսական եւ քաղաքական յարաբերութիւնները սերտացնելու նպատակով։
Խօսելով Արցախ կատարած իր այցելութեան մասին, որուն ընթացքին ան հանդիպում մը ունեցած էր Շուշիի արհեստագիտական վարժարանի մը աշակերտներուն եւ պետական պաշտօնատարներու հետ, քոնկրեսականը ըսաւ. «Շատ տպաւորիչ էր ականատես ըլլալ աւելի փայլուն ապագայ մը կերտելու ջանքերուն վրայ ժողովուրդի կեդրոնացումին։ Անոնք իրենց բոլոր կարելիութիւններով՝ իրենց ձեռքերով, իրենց ոտքերով եւ իրենց սրտերով է, որ կը կերտեն այդ ապագան»։
Ան միաժամանակ ցաւ յայտնեց, որ Ալիեւի վարչակարգին կողմէ՝ «սահմանի երկայնքին շարունակուող բռնարարքները հարցականի տակ դրած են խաղաղութեան գործընթացը եւ համաձայնութեան մը հասնելու համար վերջին տասնամեակներուն կատարուած աշխատանքը»։ Կապարտ նաեւ յիշեցուց, որ Հաուային մէկն է այն նահանգներէն, որոնք ճանչցած են Արցախի անկախութիւնը։
Հայոց Ցեղասպանութեան ճանաչման գծով Կապարտ շեշտեց, թէ ճանաչումը կենսական է՝ ներկայիս եւ ապագային նման ցեղասպանութեանց առաջքը առնելու իմաստով։
Նշելով, որ Թուրքիոյ ներկայ ղեկավարութեան քայլերը յաճախ խոտոր կը համեմատին ամերիկեան շահերուն՝ ան ցաւ յայտնեց, թէ Սպիտակ տունը եւ արտաքին գործոց նախարարութիւնը բաւարար արագութեամբ եւ խստութեամբ չեն դատապարտած այս տարուան Մայիսին, մայրաքաղաք Ուաշինկթընի մէջ տեղի ունեցած Էրտողանի թիկնապահներուն վայրագ յարձակումը խաղաղ ցուցարարներու վրայ։
Կապարտը հանրային այս հաւաքին ներկայացուց Արեւմտեան Հայ Դատի յանձնախումբի օրէնսդրական հարցերու խորհրդական Հայկ Պաղտասարեան, որ նաեւ շնորհակալութիւն յայտնեց քոնկրեսականին, իր շարք մը հայանպաստ քայլերուն համար։

(NOUVELLE D’ARMÉNIE) SAN FRANCISCO – Au cours d’un forum public organisé le 9 octobre par l’Armenian National Committee of America-San Francisco, la congressiste d’Hawaï Tulsi Gabbard (Démocrate – Hawaï) a fait part des sentiments que son récent voyage en Arménie et en Artsakh lui ont inspirés ; la Représentante a en outre soutenu une nécessaire réaffirmation par les USA du Génocide des Arméniens.
“De toutes ces visites et rencontres, vraiment, la force et l’endurance du peuple arménien ressortaient haut et fort“, a déclaré la représentante Gabbard, qui accompagnait pour ce voyage les membres de la Chambre des représentants de Bay Area d’ascendance arménienne Jackie Speier et Anna Eshoo, ainsi que les représentants Frank Pallone, David Valadeo et James Sensenbrenner, un voyage organisé pour célébrer le Jour de l’Indépendance Arménienne, le 21 septembre. La délégation du Congrès a rencontré les officiels élus, les membres de la société civile et les industriels, pour examiner les possibilités de développement des relations politiques et économiques entre les États-Unis et l’Arménie. Commentant la visite d’une école d’enseignement professionnel de Chouchi et d’autres rencontres avec des élus et fonctionnaires à Stépanakert, la Représentante Gabbard a dit : “Partout où nous sommes allés, nous avons pu voir à quel point ces personnes sont attachées-elles le sont littéralement… il ne s’agit pas ici d’une figure de style – à la construction d’un futur brillant. Littéralement, c’est cela qui est engagé, avec leurs mains, avec leurs pieds et avec leur cœur“.
La Représentante Gabbard a dénoncé l’œuvre de déstabilisation de l’Azerbaïdjan dans la région, fustigeant le comportement d’Aliyev dont “les incessantes agressions le long de la frontière ont sapé la totalité du processus [de paix] et tout le travail fait pendant des décennies pour arriver à un accord“. Elle a rappelé qu’en 2016, Hawaï s’était joint au nombre des états américains ayant reconnu l’indépendance de l’Artsakh. Au cours de son intervention, la Représentante Gabbard a fait part de ses discussions avec les dirigeants arméniens à propos de de la nécessaire réaffirmation, aujourd’hui, par les États-Unis, du Génocide des Arméniens, expliquant : “Il ne s’agit pas simplement d’une reconnaissance de façade d’un acte passé. Il s’agit d’une décision qui a un impact très réel sur ce qui se passe aujourd’hui dans la région et dans le monde, et sauf à le reconnaître et à le condamner, l’histoire se répètera indéfiniment“.
La représentante Gabbard a parlé de la nécessité d’une réévaluation des relations entre les USA et la Turquie, “étant donné tout ce qui se passe sous le règne d’Erdogan – qui soutient directement et indirectement des groupes terroristes en Syrie et en d’autres lieux ; les objectifs de la Turquie dans la région sont souvent incompatibles avec nos propres objectifs – aux États-Unis — pour la sécurité et le bien-être de notre peuple, et pour abattre ces groupes terroristes qui nous menacent constamment“. Répondant à une question sur l’agression en mai 2017 à Washington contre des manifestants par le service de sécurité du président turc Erdogan, la représentante Gabbard a déclaré : “La réaction du Département d’état a été trop tardive et trop faible, et la réponse et l’action qui auraient dû être prises ne l’ont franchement pas été“. La représentante Gabbard a été présentée par Haig Bagdassarian, membre du Conseil juridique de l’ANCA de l’Ouest et l’ANCA San-Francisco. Il a remercié l’élue pour sa participation à la délégation du Congrès et aussi pour son soutien à H.Res 220, (Résolution pour la Prévention des génocides), et au Groupe pour les Questions arméniennes du Congrès. La section SF de l’ANCA a offert à la représentante Gabbard une photo du char arméno-américain lors de la parade de San Francisco du 4 juillet 1918.
La représentante Tulsi Gabbard a été élue au Congrès titre du 2ème district d’Hawaï en 2012. Elle est l’une des deux premiers combattants vétérans femmes jamais élues au Congrès des états-Unis, et son premier élu d’origine indienne. Au cours de son actuel troisième mandat, Gabbard est membre de la Commission des Forces armées de la Chambre des représentants et de la Commission des Affaires étrangères de la Chambre des Représentants.
